The approval letter authorized impacts to 12 linear feet of stream channel and 0.56 acres of wetland on GARAA property in Buncombe County, North Carolina. GARAA completed the project and associated fill activities. In accordance with the subject authorization, we are submitting the enclosed completed certification documentation. Damasceno, Geosyntec Consultants Subject: Construction Completion Notification - Greater Asheville Regional Airport Area Structural Fill Project This memorandum was prepared per Duke Energy's request in an email dated 7 September 2023 to document completion of construction for the above noted project for submission to the USACE and NCDEQ. On 20 April 2022, the U.S. Army Corps of Engineers (USACE) issued a permit (SAW-2007- 03766) to discharge fill material into 12 linear feet of stream channel and 0.56 acre of wetland for the Greater Asheville Regional Airport Area 1 Structural Fill project (Area 1) at 61 Terminal Drive, in Asheville, North. Carolina. USACE issued the permit in response to the permit application submitted on 15 June 2021 by the Greater Asheville Regional Airport Authority. The North Carolina Department of Environmental Quality (NCDEQ) issued its approval for an Individual 401 Water Quality Certification No. WQC003753 on 9 November 2021. This Certification modified and replaced the Certification issued on 5 April 2016. General closure activities (e.g., construction) of Area 1 commenced on June 2022. Construction of the closure cap system was substantially completed in May 2023 (additional work was done in June and July 2023). As part of the National Pollutant Discharge Elimination System Permit (NPDES) NCGO 10000 for Construction Stormwater at Area 1, a final inspection was performed by Ms. Shawna Riddle of NCDEQ's Division of Energy, Mineral and Land Resources (DEMLR) on 6 September 2023. The DEMLR Sedimentation/Construction Stormwater Inspection Report is attached (Attachment 1). The DEMLR report documents that the "Project is complete and the site is stable. Permanent ground cover sufficient to restrain erosion has been established. No additional self -monitoring or self -inspections are required. Project is in compliance and released under the SPCA." A separate TechMemo - ARA Area 1 Construction Completion_vI Michael Reisman 22 September 2023 Page 2 notice of termination of the NPDES Construction stormwater permit must also be submitted by the applicant (Greater Asheville Regional Airport Authority). Both regulatory approvals (SAW-2007-03766 and WQC003753) require varying forms of notification to each regulatory agency as a condition of respective permits. USACE requires written communication', while NCDEQ requires electronic notification through submission of an online form'. The statement is provided as an acknowledgment to the applicant (Greater Asheville Regional Airport Authority) regarding the regulatory approvals SAW-2007-03766 and WQC003753 and their respective conditions, that construction is complete and permit closeout documentation in writing should be requested. Duke Energy [through its consultant (Geosyntec Consultants of NC, PC)] acknowledges that the statements made regarding completion of construction are true and factual and hereby recommends the Greater Asheville Regional Airport Authority request closeout of the USACE Permit No. SAW-2007-03766 and NCDEQ 401 Water Quality Certification No. WQC003753 through submission of this technical memorandum to the respective agencies by their requested submittal methods.
