Therefore, a limit was given. This should be in mg/1 not lbs/day (my mistake). Regarding domestic ww being discharged, a new WLA will not be required since the design capacity will remain the same. Only a breakdown of the industrial/domestic constituencies will change. Per conversation w/ Carla she recommends that fecal limit of 200/100ml be given and residual chlorine limit of 28 ug/1 with recommended dechlorination, if chlorine is used as the disinfectant. Specific comments and considerations in formulating the recommendation are offered below. Table 2 in Engineering Report shows phenol limit of 7.6 lbs/da; the phenol limit (based upon NSPS) will be 4.1 lbs/da. In a telephone conversation with the engineer (Robert S. Whitaker, BP Barber & Assoc, 803-576-6610), he stated that he was aware of the actual phenol limitation and that the 4.1 lbs/da limitation would not pose a problem. Table 3 in Engineering Report lists 7 digesters. The correct number is 2 (as shown on the plans) at 250,000 gallons each for a total of 500,000 gallons. Flat bottom in sludge holding basin would not be expected to pose an operational problem due to diffusers in bottom of basin and nature of solids expected from a facility treating textile wastewaters. The engineer stated that he had advised his client of possible problems resulting from the flat bottom in the basin and that the client wished to proceed with a flat bottom in the sludge holding basin. The proposed design appears to have been well considered and provides substantial operating flexibility.
