Hi Samantha, We received your comments on the Iley Meadows 401 submittal. The project engineers and myself discussed your questions/concerns and have provided some additional information to explain why Iley Lane is located where it is shown on the exhibits and has resulted in the minor proposed impacts to Wetland D (0.00379 acres). The shifting of Iley Lane to the south, which would require removal of 1 or 2 lots (we are assuming these are the lots you are referring to), is not feasible since the Town of Harrisburg requires the roads to intersect at 90-degree angles. Iley Lane is required to be at a 90-degree angle to Robinson Church Road and the intersection with Denman Drive (the first proposed road perpendicular to Iley Lane — shown on attached exhibit) would no longer be at this required 90 degrees if the entrance portion of the road was shifted south. In addition to the intersection angle requirements, the departure taper would not have the required room to fit between the relocated Iley Lane and Peach Orchard Road. The road width also cannot be reduced because the Town of Harrisburg is requiring Iley Lane to have a divided median cross section. Stream C, which begins downslope of Wetland D, will not be directly impacted by any lots or Iley Lane (see attached exhibit). Stream C impacts are proposed due to the required DOT widening of Robinson Church Road to accommodate additional traffic. We believe that this provides additional information to justify why the location of Iley Lane is located as shown and will result in the proposed minor impacts to Wetland D. The required DOT widening will result in extending the existing culvert under Robinson Church Road and impact Stream C. You probably have this already but I've attached the USACE authorized 404 (NWP 29) letter and included enlarged exhibits which show the impacts you mentioned with some additional road labels. Please provide the information requested below within 30 days of this email. The Division will consider the application to be "on hold" until receipt of a complete response. 1. The Division appreciates the efforts made to reduce stream and wetland impacts from the proposed project, however it appears that a small reduction in lots (approximately 1-2) would allow for further minimization (or possibly complete avoidance) of impacts to stream C and wetland D. The Division understands the required location for the proposed Road Iley Lane, as well as the need for a sufficient fill slope to support the road, however the addition of lots at this location appear to increase the total impacts to streams and wetlands in this location beyond that necessary to support Road Iley Lane. Given the significant number of lots within the overall project, please provide justification as to why the loss of a few lots would cause the project to no longer be viable.
