None noted in the application New expiration date: Aril 30, 2028 FACILITY OVERVIEW: This facility is 100% domestic waste and treats flow from a town with a population of 1,194 people. The facility has a permitted flow of 0.275 MGD and as built flow rate of 0.275 MGD. The treatment system includes the following wastewater treatment components: • manual bar screen • grit chamber/grit separator • influent pump station • continuous flow meter • flow splitter box • dual oxidation ditches with dual brush -type aeration rotors • dual in -ditch boat type primary clarifier sections with sludge wasting pumps • two circular final clarifiers with RAS/WAS pump station • scum pump station • soda ash feed system • dual channel UV disinfection unit with mechanical aeration chamber • backup chlorination and dechlorination disinfection equipment • cascade post aeration • aerobic digester/sludge holding tank • sludge drying beds • standby power generator • effluent pump station The Town also holds Collection System permit WQCS00237. APPLICATION The application (November 2022) does not indicate any changes in the facility or treatment since the last renewal of the permit in 2018. The treatment system is owned and operated by the Town of Princeton. The annual average daily flow is indicated as 0.23 MGD over the last two years falling to 0.15 at the time of the renewal application. The facility is currently operating within its permitted capacity. Some maximum daily flows are noted as well above the 0.275 MGD permitted flow. The application notes the facility minimizes I/I issues through annual smoke tests and repairs as needed. The application notes the system as having primary and secondary treatment that achieves 90% BOD and TSS removal. The application describes the system as having an influent pump station where flow is split across the two oxidation ditches, flows to separate clarifiers and is then combined and sent to UV disinfection before going to the effluent pump station. The Town has not yet made an application for an expansion but did recently request Speculative Limits review for possible expansion. The Division provided a Speculative Limits Letter on January 31, 2023 in response to this request. The request was for flows of 0.6 MGD and 0.95 MGD. This request included updated USGS flow numbers of: 7Q10(s) - 1.1 cfs; 7Q10(w) - 13.2 cfs; 30Q2 - 23.3 cfs and Average Flow of 280 cfs. These flows will be updated in BIMS. The Division requested information from the Town (June 26, 2023 email) concerning the status of any expansion request. The Town's engineer responded (June 28, 2023 email) with potential timelines. Because it appeared that there were still a number of unknowns (funding sources, EAA information and review, etc.) the Division informed the Town that the renewal would proceed based on the November 2022 application at 0.275 MGD flow. Any potential expansion will have to submit appropriate application information including EAA documentation, etc. In the Review of Permit Limits section below there is additional discussion of issues related to nutrients and treatment system classification that will also be issues for consideration with expansion. INSPECTION The most recent inspections occurred on May 20, 2021. The oxidation ditches were noted as operating satisfactorily. Noticeable grit was floating on each ditch. Sludge in the 11-foot clarifiers was 1 to 1.5 foot deep. One aerobic sludge digester was half full. All required monitoring was being performed and consistent with reported results. The inspection did not note any issues of concern with the facility. The Town's Collection System (WQCS00237) was last inspected June 15, 2022 and was found to be in compliance. There was one SSO of 700 gallons in 2020. This occurred during a large rainfall event. REVIEW OF PERMIT LIMITS: Flow - Over the permit cycle the facility has shown average flow of 0.22 MGD. However, the flow since the beginning of 2022 has averaged 0.17 MGD. So, the flow values have shown some improvement. There were eight monthly average exceedances over the permit term. The Division sent a Sewer Moratorium letter in May of 2021 based on the flow in 2020 being at 90%. BOD / TSS- There were no violations or major issues with BOD and TSS limits. The facility has had no BOD limit violations over the permit term and has shown average monthly BOD removal of 99%. For TSS the facility did have two (2) limits violations, but showed average monthly TSS removal of 98%. Fecal - Data results for Fecal Coliform showed two (2) weekly average limit exceedances for Fecal. No major ongoing issues indicated Dissolved Oxygen - The Little River continues to show issues with oxygen demand. There were twenty-one (2 1) upstream and sixty-eight (68) downstream DO values less than 5 mg/L over the permit cycle. Impacts from the discharge on this condition need to continue to be evaluated. Ammonia (NH3-N) - The facility has shown no violations for ammonia limits. Currently the permit has limits in place only during the summer months. The recent Speculative Limit request resulted in new USGS flow numbers being developed for the current discharge location. These flow numbers were lower than those used for previous evaluations for discharge to the Little River. The Division's spreadsheet WLA evaluation forNH3-N Fecal and TRC resulted in updates to the NH3-N values. This evaluation will reduce the summer monthly average NH3-N limit to 3 mg/L and result in a summer weekly average limit of 9 mg/L (three times the MA). The NH3-N number for winter in the WLA evaluation did not require implementation of a limit. Town of Princeton WWTP Fact Sheet NPDES Renewal 2023 - July 18, 2023 Page 3 Based on the eDMR data from the previous permit cycle it is possible that these limit changes could have resulted in a few additional limit violations for the permittee. Consideration will have to be given to any needed operational adjustments to assure ongoing compliance with the new limits. The draft permit proposes to allow an eighteen (18) month compliance period for this change with the new limits being effective 18 months from the effective date of the issued permit. The previous summer limits (12 and 36mg/L) will remain in place for the first 18 months of the permit. NOTE. In evaluation of the historical permit information below it is noted that the summer WA limit of 36mg/L seems to have been inappropriately applied in past permits. While this is three times the MA limit of 1Z Division guidance is to apply a maximum limit of 35mg/L. Since this limit is being lowered and previous limits are being maintained only for eighteen months, it does not seem reasonable to adjust the limit to the appropriate 35mg/L. Whole Effluent Toxicity (WET) - After review of the historical permit documents it appears that toxicity testing was applied to this facility after a random toxicity test in 1988 failed. This failure was noted as most likely due to chlorine levels from the discharge, and toxicity requirements were added to the permit. Review of BIMS DMR data dating back to 2000 does not show any toxicity failures. The Division generally does not require WET requirements for 100% domestic discharges unless there are issues that indicate potential water quality concerns. The Princeton facility has shown WET compliance for a considerable amount of time and has updated their disinfection procedures to utilize UV. Given this review staff feel that removal of the WET requirements is appropriate and will not impact assessment of compliance for this facility. The draft permit has removed the WET requirements. Nutrients Total Nitrogen load numbers over the permit cycle included a maximum annual load of 7,902 lbs and average annual load of 7,409. The allocation for the facility is 5,561 lbs per year so the facility is regularly over its annual allocation for TN. With the proposed expansion of the facility this load number may need to be further addressed. Total Phosphorous is currently monitoring only in the permit with no limit. TP values over the permit cycle averaged 3 mg/L with a maximum of 17.9 mg/L. With the potential for future expansion a TP limit will likely be added to the permit based on regulatory requirements in the Neuse Basin and the facility will have to assure that treatment processes will work to meet the limit. Note: The current permit contains the Special Condition forAnnual Limits for Total Nitrogen. As a discharger less than 0.5 MGD the Town has a TN allocation but does not currently have a TN limit. This section could be removed from the permit. However, as noted earlier in the Fact Sheet, the Town has recently requested Speculative Limits for expansion of flow to 0.6 MGD and 1.0 MGD. The Town is working to obtain funding to move toward application for expansion. With potential expansion, the Annual Limits for Total Nitrogen will most likely be applicable to a modified permit. To avoid any confusion that may be associated with removing the provision now and then putting it back in with a potential expansion, the permit writer has left the special condition in the permit. Treatment System Classification - With the potential for expansion discussed throughout the document it should also be noted that treatment system classification will also likely be impacted. Based on existing classification rules (15A NCAC 08G .0302) and nutrient treatment requirements it is likely that the classification of the treatment system will be increased. COMPLIANCE: The Town has had twenty-three (23) NOVs and one NOD during the permit term along with Seven (7) enforcement actions. Enforcements resulted in assessment of $ 4,293.75 in penalties and $349.78 in enforcement costs. Over the permit cycle a large number of the monitoring violations noted were for frequency violations (24 of 40) rather than exceedances. The main limits violations were for Flow (2), TSS (2), Fecal(2) and BOD (2). The assessment documents noted that degradation would occur, but not beyond that already occurring with the existing discharge. The documents indicate that the Town was under and SOS at the time of the requested assessment. • May 26, 1982 - WLA for two discharge locations. The first location is the existing point on Beaverdam Creek and the second is on Little River just below the dam. Instream flows are the same for the Beaverdam location. For the Little River locations 7Q10(s) - 7.3; 7Q1O(w) - 19.2; 3OQ2 - 29.6. Both allocations are given for a proposed discharge flow of 0.33MGD. The facility is still discharging to Beaverdam Creek, a zero flow stream. The WLA is done for Little River at a discharge flow of 0.271MGD. The limits had been lowered based on newer instream flow information from USGS. This new information gave an estimate closer to the discharge point Town of Princeton WWTP Fact Sheet NPDES Renewal 2023 — July 18, 2023 Page 5 eliminating previous modeling estimates of a high amount of runoff volume. The Division indicted that while the limits were more stringent, they may lead to additional federal funding for the complete design that the town was seeking. June 5, 1987 - Authorization to Construct (ATC) - This ATC allowed for the modification of the Town's WWTP to include various components to expand capacity to 0.275MGD. April 25, 1988 - Request for In -Stream Assessment - This request was related to a JOC. The Town was under an SOC but was not able to meet the limits. Construction was ongoing to expand the facility but the current capacity was still at 0.12MGD. January 29, 1991- WLA - This WLA was done for 0.275MGD flow and resulted in the same limits as the 1986 WLA with the exception of Fecal numbers changing to 200#/100mL. The receiving stream is now Little River and it is classified WS-III; NSW. This allocation notes that the facility has been doing Whole Effluent Toxicity (WET) monitoring as well and that this will continue. The documents mention that the facility has a choice between more stringent NH3-N limits and existing limits with Tox testing but since Tox testing is already required the limits remained the same. It appears that WET requirements were added through an Administrative Letter and based on toxicity concerns instream due to Chlorine levels from the discharge back in 1988 (see WLA info for Dec 1993). The document notes that the facility may need nutrient requirements in the future and that they appear to be handling instream DO monitoring incorrectly (regional office will work with the Town on DO issue). The WLA also requires U/D monitoring for Temp, DO, Conductivity, pH and Fecal. The document includes an attached letter to the Town on Total Residual Chlorine changes and their potential need to make adjustments and be limited in the future. December 13, 1993 - WLA - The limits in this WLA are slightly different than those from the previous WLA. Instream monitoring for pH is no longer required. The document includes staff information that indicates that the toxicity requirement was added as a result of the facility failing a random toxicity test in 1988 (thought to be due to chlorine). The staff information also notes the discharge point relocation from Beaverdam Creek in 1991 with a 2-mile effluent pipe to the Little River. Again, notes the possibilities for TRC limit and required dechlorination in the future. The Town's consultant had sent information related to the construction of one clarifier after the dual boat clarifiers. Town of Princeton WWTP Fact Sheet NPDES Renewal 2023 — July 18, 2023 Page 6 • June 30, 2004 - Permit Renewal - At the time of this renewal the Town was in the process of getting an SOC for BOD and TSS limit issues. The Town had not yet been able to replace the boat clarifiers as required by the EMC. The facility had dealt with numerous permit violations over the permit term. EMC SOC WQS02- 012 was issued August 2003. The permit renewal added summer weekly average (WA) limits for NH3-N as required by EPA regs. The permit documented the WA limit as being set at 2 times the monthly average of 12mg/L. However documentation noted a Division max of 35 mg/L. However, the permit was issued at 36 mg/L. The permit also added monitoring and reporting requirements for Total Flow; Total Kjeldahl Nitrogen (TKN) , and Nitrate and Nitrite Nitrogen (NO3-N and NO2-N). TSS monitoring was increased to 3/week to address ongoing issues and be more representative of what was happening at various flows. • March 11, 2005 - Speculative Limits - The Town requested speculative limits on potential upgrades to 0.6 MGD and 1.0 MGD flows. The limits for these two flows can be seen in the document in the 2005 folder in Laserfiche. The document notes considerations for TN and TP loads based on the increased discharge flow as well as the impact to treatment system classification. This issue is not addressed in the 2023 Speculative Limits letter. • May 19, 2008 - Permit Reissuance - This permit includes the addition of two clarifiers in the treatment system components. The application indicates the boat clarifiers have been removed, but the RO staff comments indicate that portions are still there and the component should remain in. The permit still has the WA limit of 36 vs 35mg/L for NH3-N. The permit also lists TN monitoring as monthly rather than 2/month? The package still notes some ongoing compliance issues but seems operation has improved with the additions to the treatment system. The permit includes a special condition outlining the TN allocation for the permit. • May 18, 2011 - ATC for the addition of a dual bank UV disinfection system. • July 22, 2013 - Engineer's Certification for completion of the UV system. • January 20, 2015 - Permit Renewal - The permit adds quarterly monitoring for mercury (Hg) to gather information and also adds a footnote that the TRC limit applies only if the backup chlorine treatment system is used. Permit still had the WA limit of 36 mg/L for NH3-N. eDMR language is added to the permit conditions. • October 15, 2018 - Permit Reissuance - Renewal included update of various language throughout the permit along with addition of influent monitoring for BOD and TSS to assess the 85% removal requirement; increase of TRC limit to 28µg/L; increased TN monitoring back to 2/month to be consistent with Neuse requirements; changed mercury monitoring to annual; added Sections for TN Limits and for Mercury Sampling. Permit maintained the 36mg/L NH3-N limit. • May 19, 2021- Sewer Line Moratorium - Facility was shown in 2020 as exceeding 90% of 0.275MGD capacity. • June 25, 2021- Town response letter to Moratorium. • July 28, 2021- Request from the Town for ATC for replacement of one manual bar screen with a mechanical one and replacement of centrifugal grit removal device. BIMS shows the ATC approved November 2021 but no documentation in Laserfiche or files. • January 31, 2023 - Speculative Limits - see discussion above in this Fact Sheet under the Application section. The information included in the cover letter for the draft was intended to simply convey that the renewal was moving forward based on your existing flow conditions as applied for in your 2022 application for renewal. Final decisions on the Town's expansion process, as stated in the January 31, 2023 letter, can only be made after the Division receives and evaluates a formal permit application for the expanded discharge that includes a detailed Engineering Alternatives Analysis. I couldn't find their actual request document for the Spec Limits in Laserfiche so I wanted to see if they are proposing discharge at a different location or at the same discharge point in Little River. Since the USGS flow numbers are a bit lower than what had been shown previously in their permit info I wanted to clarify this. It would lower their Ammonia number a good bit if I use the flows that you had. Do you know if they were proposing the same discharge location and just got updated flow numbers for that point? Michael/Bradley, All that we can respond to is regarding expansion. The Town of Princeton received a SEARCH Grant from USDA Rural Development to prepare a Preliminary Engineering Report (PER) to expand the Princeton WWTP from 275,000 GPD to 575,000 GPD. This has been submitted to USDA RD for approval. Once the approval is received, TRC will proceed with applying for funding to expand the WWTP through USDA WEP program. It is also my understanding that Mayor Don Rains is seeking funding through the NC Legislature as well. If funding is secured by the end of summer, it would take at least one year to design and permit an expansion then another 18 months or more for construction. I hope this information is helpful.
