This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0031857. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report titled "Compliance Inspection Report". They met with Bobby Poarch, the ORC for the WRF. The ORC was able to provide all records requested and explain how the system is supposed to operate under normal conditions. Facility is not operating under normal conditions as many of the diffuser heads are broken and are scheduled to be fixed in the middle of October. After reviewing the records and the system, it was determined that this facility is out of compliance as their permit expired on July 31, 2022, and no renewal application has been received at this time. Please contact the Wilmington Regional Office with your plans to renew the permit or rescend the permit. Are GW monitoring wells properly constructed, including screened interval? Treated effluent is being disposed of in two high-rate infiltration basins. The Oak Island Recreation Fields are not being irrigated because they are not currently needed with the demand. There is no 5day upset pond because the plant can send any water volume to the West Brunswick WWTF if needed. At the time of the inspection the aeration trains were shut down and drained until repairs can be made on diffuser heads and variable frequency drives can be placed on the blower system. ORC stated that they clean out the grass clippings/vegetation in the basins and the valve automatically closes when the FB gets to 11 inches.
