The plant was non -compliant for the month due to 1- BOD, 1-TSS, and 2- fecal coliform results being above the permitted limits. Upon notification of the sample results, effluent flow was routed to the upset pond for re -treatment and additional fecal samples were collected. Staff investigated the cause of the violations and near the end of the month a consensus was reached that the violations were possible the result of the Post EQ level reaching above 12 feet and allowing low flow to pass through the pumps due to head pressure yet remained low enough not to start the UV system and possibly the filters. The chlorine system is currently connected to the Post EQ pumps in the scada system and will not run unless the pumps are PEQ pumps are running. Due to the ongoing rehab project staff disables some equipment at the end of the day in order to avoid issues with false call outs and/ or alarms, rather than shutting the plant down fully as we did in manual operations following Hurricane Florence. To avoid further violations staff have begun closing the PEQ pump valves at the end of the day to keep the pass -through from occurring if the tank level exceeds 12 feet. In addition, the average phosphorus for the month was .08 over the permitted limit. Staff noticed an increase in phosphorus in the middle of the month and followed up by removing and cleaning the quills at the SBR's and the alum feed was increased. The phosphorus level started trending down following the maintenance and adjustments. All other parameters were compliant for the month. NOTE; The BOD and TSS results for August 30 were estimated by the third -party lab due to an error on their part by reading the samples outside of the proper hold times.
