Director Division of Water Quality October 29, 2004 MONTE WALL PRETREATMENT COORDINATOR PO BOX 958 LENIOR NC 28645 Subject: Pretreatment Review of Industrial User Pretreatment Permit Program: City of Lenoir Caldwell County NPDES #: NC0023981/Lower Creek & NC0023736/Gunpowder Creek Dear Mr. Wall: The Pretreatment Unit of the Division of Water Quality has reviewed the Long Term Monitoring Plans submitted by the City of Lenior for the Gunpowder Creek WWTF and the Lower Creek WWTF. These submissions were received on October 23, 2004. The review indicates that the LTMPs are adequate and meets the requirements needed to establish a site -specific Headworks Analysis (HWA). Proper implementation of an LTMP is also required by Part III (B), of your NPDES permit. Please refer to the Comprehensive Guidance for North Carolina Pretreatment Programs (Comprehensive Guide) for additional information and examples. Some additional notes resulting from the LTMP review follow. LTMP Data Summary: Comprehensive Guide, Appendix 4-B Sample collection and laboratory analysis must be done as outlined in this LTMP. 2. Division Review of Data: As your LTMP data is accumulated, organized, and analyzed, the Division may request to review tabulated data and to see chain of custody forms and laboratory data sheets. Thank you for your continued cooperation with the Pretreatment Program. If you have any questions or comments, please contact Jon Risgaard at (919) 733-5083 ext. 580 [email: j on.risgaard @ ncmail.net] . Sincerely, Alan W. Flow Flow monitoring points are indicated on the attached facility diagram, see Figure 1. Flow at effluent (Pt. 2) and SNs (Pt. 5) will be monitored during sampling events. Flow or volume of sludge to disposal (Pt. 4) can either be monitored or calculated. D. SIU Monitoring Significant Industrial User monitoring will be conducted per industrial user permit (lUP). Additionally, extra SIU sampling will be performed such that all SNs are sampled for all LTMP POCs at least once per year. E. However, analysis of Aeration Basin and Sludge to Disposal samples often cannot meet these detection levels. In this case, analysis of these samples must obtain a detection level at least as stringent as the applicable inhibition criteria or sludge ceiling standard. ** All Aeration Basin and Sludge to Disposal samples will be grab.
