Facility Summary
The Beulaville WWTP is a minor municipality serving the Town of Beulaville with no significant industrial
discharges and no pretreatment program. This facility is a tertiary wastewater treatment plant utilizing
activated sludge and has a design flow of 0.52 MGD and utilizes the following treatment units:
• Flow meter
• Influent mechanical and manual bar screen
• Influent pump station with three pumps
• Flow splitter box
• Equalization basin
• Four (4) aeration basins with diffused air
• Four (4) secondary clarifiers
• Four (4) teritary upflow filters
• Chemical feed systems for chlorination and dechlorination
• Two (2) Chlorine contact chambers

• Emergency flow equalization lagoon
The Wilmington Regional Office believes the Town still utilizes the flow equalization lagoon as needed for
emergencies. During the most recent site inspection (September 2020), WWTP staff also indicated that the
old lagoons were sludge surveyed in 2019 and they had received an estimate from a contractor, however the
survey and estimate have not been submitted to the regional office as of July 2023.
Renewal Summary
This renewal contains the following changes:
• Based on a review of past effluent data and compliance history, the monitoring frequency for TSS,
Ammonia Nitrogen, and Fecal Coliform have been reduced to 2/Week.(see below)
• Added monitoring for Mercury once per permit cycle in A. (1) Effluent table with corresponding
footnote per the implementation of the statewide Mercury TMDL.
• Added A. (3) detailing the Mercury monitoring requirements.
• Added facility grade in A. (1).
• Removed old A. (3) condition regarding Lagoon Maintenance based on feedback from the regional
office (see comments below).
• Updated A. (4) to reflect current federal requirements for Electronic Reporting of Discharge
Monitoring Reports.
The Town requested monitoring frequency reductions for BOD, TSS, Ammonia Nitrogen, and Fecal
Coliform. Per the October 2012 guidance document, a review of their DMR data and their compliance
history from the last three years was done (July 2020 — June 2023). Based on this review, this facility is
eligible for a reduction of monitoring for TSS, Ammonia Nitrogen, and Fecal Coliform.
• No enforcements for each requested parameter in the past 3-years — eligible
• No more than two non -monthly average limit violations for each parameter in the past year —
eligible
• Not under an SOC for the requested parameters — eligible
• Not on EPA's QNCR for the requested parameters — eligible
• Data review — TSS, Ammonia Nitrogen, and Fecal are eligible. BOD is ineligible.

Compliance History
Beulaville WWTP had recent exceedances of the weekly average and monthly average limits for BOD in
April 2023, but otherwise had no violations during last permit cycle. The most recent inspection (September
2020) showed the facility to be in compliance and in good shape. The inspector noted that the operators
were using the newer infrastructure with plans to rehab the older items as time and funds permit.
Comments on Draft Permit
• The Wilmington Regional Office approves of removing the lagoon condition from the previous
permit. All items required by the condition were submitted in 2018.

Sorry Sydney it's been a little busy. From what we have determined they are still using the lagoon
if/as needed so I would keep all the lagoon items in the permit. The last several years have been dry
and the lagoon has not been needed but I assume they want to keep it for insurance. During the last
site visit the WWTP staff indicated they had conducted a sludge survey on the lagoon but our office
has not seen the report.

permits. If there are any issues or concerns WiRO has with any of these that I can address during the
renewal process, please let me know. I did have a few questions about Beulaville WWTP—see below.

• The previous permit included a condition for Lagoon Maintenance. Does this facility still use
the emergency flow EQ lagoon, or has it been abandoned and closed?
• If they still use or plan on using the lagoon in the future, do we need to keep the condition in
the permit for this renewal with new requirements?

Hi Sydney,
Tom and I found the documentation (attached) of the required conditions in Beulaville's permit. It
does not need to be in the new permit. I believe this was received before we were uploading into
Laserfiche. As for the other 3 facilities, we have no issues for concerns with renewal. Thanks.
