Inspection Summary:
I walked the street and found that sand is built up on both sides of teh street and have not been swept except for a short 50ft
section by the entrance. The Plant Manager Eugene said teh sweeper is broken down and has been for at least a couple
weeks. There are no records of sweep events nor are there any records of when the sweeper broke down or any plans to fix
it as required by the stormwater permit and talked about at the last inspection.
The preventive maintenance and good housekeeping requirements call for documentation of the cleanup effert at least twice
a year and due to the prolonged and continuious problems with sediment loss into teh road and dust complaints we required
that the facility provide a schedule for sweeping and document each event.
That hasn't been done.We are requesting that those action schedules be implemented and and the sweeping events be
documented. It was also noted that road and curb line on the South side of the road has been neglected and is not being
swept. There are cars along the road that belong to the Thomas Concrete facility employees as well as cars from
neighboring facilities.A schedule for sweeping most be worked out when cars are not parked along the road and
comunication with neighboring facilities about that most be initiated for that purpose.
It is the responsibility of the facility to clean up the sediment that leaves their site (if they can't keep it on their site)and if
that involves communicating with other individuals to make that happen, that's what must be done.

discahrging and that it is being sampled at the sample events.
