Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The proposed construction improvements are located within the Neuse Buffer Zone which is located within a 105' Maintained Pitt County Drainage District (Fork Swamp Lateral #26 Easement 30' west and 75' east of centerline of Canal). The majority of the proposed construction improvements will be located within an existing 30' Town of Winterville Utility Easement (D.B. 2039 PG. 438 & M.B. 64 PG. 160). The proposed gravity line for replacing the Winterville Crossing PS will be installed within the previously disturbed existing utilities near a R4SBC blueline stream. a 4b. Explain the purpose of the proposed project:* The Winterville Crossing PS is approximately twenty-one (21) years old and the existing electrical panels and pump removal piping are showing signs of corrosion. The Town of Winterville intends to abandon the existing PS and install 900 LF of gravity sewer line from the manhole upstream of the existing PS wet well to a proposed downstream manhole installed as a part of an alternate project. Improvements include installation of approximately 200 LF of 10-inch gravity sewer line, and 700 LF 15-inch gravity sewer line, and installation of five (5) new manholes, and tie-ins to two (2) existing manholes. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: The proposed gravity sewer line and water main at the Winterville Crossing PS will be installed below grade in an existing previously disturbed utility easement. A jack & bore method will be used for road crossing. Any disturbed areas will be returned to preconstruction conditions. Impact to any wetland/stream areas during construction will be temporary and where necessary it will be done in accordance with the appropriate U.S. Army Corps of Engineers Nationwide Permit and NCDEQ authorizations. Sedimentation and erosion control measures will be in place during ground disturbing activities. These measures will prevent negative impacts to wetland and streams during construction. Equipment expected to be used will be large sized excavators, dewatering pumps, generators, and transport trucks. Once the project is complete, temporary impacts will be allowed to grow back to a natural state. Permanent easement areas will be maintained as a maintenance corridor. 5.
