Monitoring of all 42 cross sections and stream hydrology gauges took place in May 2023. Monitoring of 19 fixed and random vegetation plots and stream hydrology gauges took place in September 2023. Monitoring data of the vegetation indicates that all plots but one are exceeding the interim success criteria of 320 planted stems per acre. Vegetation plot 2 was replanted in March 2023 but did not meet success criteria due to mortality of as-built planted stems. This plot will be replanted this upcoming dormant season. The average stem height in the plots was 3.0 feet. Two stage recorders captured at least six overbank events in 2023, and the remaining stage recorder captured one overbank event measuring 1.01 feet above the top of bank along reach MB1. All flow gauges measured flow in 2023, with the longest even lasting 161 days, along reach BU11. All flow gauges met the interim success criteria of at least 30 days of consecutive flow. An area of encroachment was observed along the middle of BU2; details about this area can be found in the Year 2 monitoring report. IRT Comments Todd Bowers, EPA 1. No invasive species were documented during Year 1 monitoring but will continue to be monitored for in following years. No invasive species were identified during Year 2 monitoring. 2. A roughly 0.63-acre bare area at the easement corner between BU3 and BU4 will be reseeded, both inside and outside of the easement, with a native riparian mix, in the dormant season prior to MY2. The 0.63 bare area was reseeded in January 2023. 3. The old road, circling what used to be Petty’s Lake, on the southern border of the easement will be supplementally planted with 1-gallon container trees during the dormant season prior to MY2. This area was replanted with 1-gallon container trees in March 2023. 4. An off-road vehicle encroachment access point will be blocked with hinge-cut trees surrounding the path and t- posts, horse tape and additional signage will be installed. This encroachment access point was supplemented with t-posts and horse tape. The method of hinge cutting trees was reconsidered due to safety precautions. However, a different access point was utilized, and encroachment reoccurred. Further actions will be needed and are detailed in the monitoring report. 5. A general site walk on December 1, 2022 determined that supplemental livestaking along reaches MB1 and MB3A will provide additional, preventative bank stabilization to a number of structures. These areas were supplemented with live stakes in January 2023. 6. I concur with the assessment of stream stability as evidenced by the cross section graphs. Noted. 2 Casey Haywood, USACE 1. Please include photos in next year’s report documenting the resolved encroachment along BU2. The encroachment area along BU2 has not been resolved and will require additional efforts. Photos of the encroachment area are included in Appendix B. 2. The low-stem density area identified around veg plot 2 is starting to show minor cracking. Are there other areas that are starting to crack in the pond footprint? Recommend monitoring the area closely and to consider soil amendments if the problem worsens. If other areas are showing signs of cracking, please try to capture these areas with a random transect in Year 2. It may be helpful to add it to the CCPV if it covers a significant amount of the area. This area identified around Vegetation Plot 2 seems to be an isolated incident of minor cracking. This area has since improved and the area around the plot exhibits stem densities that meet success criteria. This area was replanted in March 2023, however, planted stems within the plot that existed in MY1 succumbed to mortality in MY2. This plot will be replanted in the upcoming dormant season. 3. It is difficult to see the channel in many of the photos. Concur with DWR’s comment to monitor vegetation in the channel in BU4 and BU10 especially with the low number of flow days. Please keep in mind that in-stream channel maintenance/manipulation should not occur after MY2. Noted. Flow days for reaches BU4 and BU10 have returned to meeting success criteria in MY2. Upon approval of this Year 2 Monitoring report, RES is requesting the Task 4 release of 10% of total project credits. Task 4 includes 1,110.171 SMUs. Documentation of Geomorphically Significant Flow Events Stream Overbank and Flow Hydrographs Bucher 1 Year 2 Monitoring Report SAW-2016-01988 September 2023 1.0 Project Summary 1.1 Project Location and Description The Bucher Mitigation Project (the Project) is in Durham County approximately seven miles northeast of Durham, NC and can be accessed from Redwood Road, Cheek Road, and Creech Road (Figure 1). The Project is in the NC Division of Mitigation Services (DMS) Targeted Local Watershed (TLW) Ellerbe Creek Hydrologic Unit (HU) 03020201050010 within the Upper Falls Lake Watershed (10-digit HUC 0302020104) and the NC Division of Water Resources (DWR) Subbasin 03-04-01 (Figure 1). This mitigation plan is in accordance with the Neu-Con Stream and Wetland Umbrella Mitigation Bank Bucher Instrument Modification (SAW# 2016-01988). The GPS coordinates are 36.035494°N and -78.786872°W. The project easement totals 92.7 acres and is comprised of two perennial streams, and their associated tributaries that ultimately drain into Falls Lake Reservoir a half mile downstream. The main tributary (BU1 to MB3-C) is named Rocky Branch. The total drainage area of the project is 614 acres (0.96 mi2. The Project’s drainage area is primarily wooded with pockets of agricultural fields and low-density residential lots. Development pressure from Durham is quickly reaching the Project watershed. The Project landowner is currently working with a developer to plan a high-density residential neighborhood surrounding the project. Protection and restoration of the nutrient sensitive water and water supply IV Project streams that drain directly to the Falls Lake Reservoir would provide a buffer against present and future stressors within the watershed. Per the Bucher Final Mitigation Plan Modification (March 2021), the As-Built credit release was divided up into two parts, As-Built Credit Release A and As-Built Credit Release B (Task 2A and 2B respectively). As-Built Credit Release A (Section A) included reaches: BU6, BU7, BU9, BU10, BU11, CH1, CH2, CH3, CH6, CH8, MB1, MB3-A, MB3-B, MB3-C, MB4, and MB5. Task 2A totaled 15% of the remaining SMU credits from these reaches. The credits from BU6, BU7, CH2, CH3, MB2 (Preservation), and MB4 were excluded from the 15% credit calculation as 100% of the preservation credits had already been released during Credit Release Milestone 1. Stream construction, planting, and as-built monitoring was completed for Section A in early 2021. As- Built Credit Release B (Section B) included: BU1, BU2, BU3, and B4. Task 2B totaled 15% of the remaining SMU credits from these reaches. The credits from BU1 were excluded from the 15% credit calculation as 100% of the preservation credits had already been released during Credit Release Milestone 1. Stream construction, planting, and as-built monitoring for Section B was completed in late 2021/early 2022. Beginning in October 2022, Monitoring Year 1 (MY1) for Section A and Section B, took place as one event and has been written as one report, and will continue as one for the remaining life of the Project. The credit release of the preservation credits generated from the Phase II addition will occur upon approval of the modification to the mitigation plan and after the above-mentioned activities are completed. These credits, upon IRT approval, can be released in one allocation as they are preservation-only credits. Bucher 2 Year 2 Monitoring Report SAW-2016-01988 September 2023 1.2 Project Goals and Objectives Through the comprehensive analysis of the Project’s maximum functional uplift using a Function Based Framework, specific, attainable goals and objectives will be realized by the Project. As stated above in the Watershed Approach (Section 3); many of the project design goals and objectives reduce future degradation of water quality and increases in nutrient inputs; which were identified as major watershed stressors in the 2009 Neuse River Basin wide Water Quality Plan. Project goals include: • Re-establish hydrology to a historical stream/wetland complex that has been impacted by a large agricultural impoundment for over 50 years • Improve water transport from watershed to the channel in a non-erosive manner in stable channels • Improve water quality within the restored channel reaches and downstream watercourses by reducing sediment and nutrient loads, and increasing dissolved oxygen levels, • Improve flood flow attenuation on-site and downstream by allowing for overbanks flows and connection to the active floodplain, • Improve ecological processes by improving terrestrial and aquatic habitat, and improving and protecting the native plant community, and • Preserve quality stream resources; Project goals have been addressed through the following objectives: • Designed and reconstructed stream channels sized to convey bankfull flows that maintain a stable dimension, profile, and planform; • Reduced bank height ratios to less than 1.2 and increase entrenchment ratio to greater than 2.2 in accordance with the Wilmington District Stream and Wetland Compensatory Mitigation Update Guidance. • Added in-stream structures and bank stabilization measures to protect restored streams; • Installed habitat features such as brush toes, constructed riffles, woody materials, and pools of varying depths to restored streams; • Improved and protected the existing buffers by having a greater variety of native tree and understory species through supplemental planting, and by having fewer invasive species through targeted treatment; • Established a permanent conservation easement on the Project that perpetually protects streams, wetlands, and their associated buffers. 1.3 Project Success Criteria The success criteria for the Project follows the 2016 USACE Wilmington District Stream and Wetland Compensatory Mitigation Update, the Bucher Final Mitigation Plan, and subsequent agency guidance. Cross section and vegetation plot monitoring takes place in Years 0, 1, 2, 3, 5, and 7. Stream hydrology and visual monitoring takes place annually. Specific success criteria components are presented below. Bucher 3 Year 2 Monitoring Report SAW-2016-01988 September 2023 Stream Restoration Success Criteria Four bankfull flow events must be documented within the seven-year monitoring period. The bankfull events must occur in separate years. Otherwise, the stream monitoring will continue until four bankfull events have been documented in separate years. Intermittent stream restoration and enhancement reaches will be monitored to document intermittent or seasonal surface flow. This will be monitored through the direct observation and the use of flow gauges. Reaches must demonstrate a minimum of thirty consecutive days of flow. There should be little change in as-built cross sections. If changes do take place, they should be evaluated to determine if they represent a movement toward a less stable condition (for example downcutting or erosion) or are minor changes that represent an increase in stability (for example settling, vegetative changes, deposition along the banks, or decrease in width/depth ratio). The bank height ratio and the entrenchment ratio at any measured riffle cross-section should not change by more than ten percent from the baseline condition during any given monitoring interval. Cross sections shall be classified using the Rosgen stream classification method, and all monitored cross sections should fall within the quantitative parameters defined for channels of the design stream type. Bank height ratio shall not exceed 1.2, and the entrenchment ratio shall be above 2.2 within restored riffle cross sections (for C and E streams). Digital images are used to subjectively evaluate channel aggradation or degradation, bank erosion, success of riparian vegetation, and effectiveness of erosion control measures. Longitudinal images should not indicate the absence of developing bars within the channel or an excessive increase in channel depth. Lateral images should not indicate excessive erosion or continuing degradation of the banks over time. A series of images over time should indicate successional maturation of riparian vegetation. Vegetation Success Criteria Specific and measurable success criteria for plant density within the riparian buffers on the Project follow IRT Guidance. The interim measures of vegetative success for the Project are the survival of at least 320 planted three-year old trees per acre at the end of Year 3, 260 trees per acre with an average height of six feet at the end of Year 5, and the final vegetative success criteria is 210 trees per acre with an average height of eight feet at the end of Year 7. Volunteer trees are counted, identified to species, and included in the yearly monitoring reports, but are not included in the success criteria of total planted stems until they are present in the plot for greater than two seasons. Moreover, any single species can only account for up to 50 percent of the required number of stems within any vegetation plot. Any stems more than 50 percent will be shown in the monitoring table but will not be used to demonstrate success. Bucher 4 Year 2 Monitoring Report SAW-2016-01988 September 2023 1.4 Project Components This Project provides a unique opportunity to protect 92.7 acres of riparian habitat (with the potential to protect an additional 5.9 acres in Phase II). Once completed, this Project will generate 11,491.145 stream credits (with the potential to generate an additional 72.789 stream credits in Phase II). Section A originally accounted for 8,134.391 stream credits. Upon completion of the As- Built Site Visit for Section A, the IRT agreed that CH6 should receive preservation crediting at a ratio of 10:1; therefore, reducing the credits by 202.300 stream credits. Section A now accounts for 7,920.863 stream credits and Section B accounts for 3,570.282 stream credits. The design approach applies a combination of analytical and analog based design methods that meet objectives commensurate with both ecological and geomorphic improvements. The Project includes Priority I Restoration, Enhancement Level I, Enhancement Level II, and Preservation. Priority I Restoration reaches incorporate the design of a single thread meandering channel, parameters based on data taken from the reference site described above and hydrologic and hydraulic analyses. Enhancement activities involve a mix of bank grading, installation of grade control, installation of bank stabilization and installation of habitat features. The distinction between Enhancement Level I and II was made based on level of work required as well as the functional uplift provided by the work being conducted. Preservation did involve any channel work and is justified based on USACE Guidance (dated 12-5-2012) due to WS-IV classification and discussed developmental pressure. The detailed treatment plan and design approach is as follows: Bucher 5 Year 2 Monitoring Report SAW-2016-01988 September 2023 Reach BU1 A Preservation approach was used for this reach. Preservation activities included protecting a minimum 50-foot buffer and treatment of invasives. Reaches BU2, BU3, and BU4 A pond bed restoration approach was used for these reaches to address historical impoundment. Restoration activities included: - Draining the existing impoundment and permanently breaching the earthen dam, - Removing unsuitable pond bed material from proposed floodplain, - Removing and offsite disposing of trash, - Grading a new single thread channel in the existing pond footprint, - Installing log and rock structures to provide grade control and habitat, - Establishing a riffle pool sequence throughout the reaches, - Installing brush toe protection on meander bends, - Removing existing culvert crossings, - Riparian planting. Reach BU6 A mixed approach of restoration and preservation was used for these reaches to address historical drainage area dislocation by the upstream impoundment. Restoration activities included: - Draining the existing impoundment and permanently breaching the earthen dam, - Reconnecting the relic channel to the upstream drainage area. - Filling the existing pond spillway. - Invasive vegetation treatment. The downstream preservation area has a minimum 50-foot buffer established along the reach. Reach BU7 A Preservation approach was used for this reach. Preservation activities include protecting a minimum 50-foot buffer, treatment of invasives, and revegetating the buffer with native vegetation as needed. Reaches BU9 and MB1 A Priority I Restoration approach was used for these reaches to address eroding banks, channel entrenchment, and bed instability. Restoration activities included: - Grading a new single thread channel in the existing floodplain, - Installing log and rock structures to provide grade control and habitat, - Establishing a riffle pool sequence throughout the reach, - Installing brush toe protection on meander bends, - Filling the existing channel, - Riparian planting, - Invasive vegetation treatment. Bucher 6 Year 2 Monitoring Report SAW-2016-01988 September 2023 Reaches MB3-A and MB3-B An Enhancement Level II approach was used for reaches MB3-A and B to address localized bank erosion and limited bedform diversity. Enhancement activities included: - Grading in a point bar near station 63+30, - Installing a riffle grade control and a log j-hook near station 65+00, - Installing a log sill near station 67+62, - Installing a log j-hook near station 68+64, - Installing a log j-hook near station 69+18, - Bank grading from station 74+50 to 76+00, - Installing a brush toe from station 75+25 to 75+75, - Bank stabilization near station 77+45, - Bank grading on the right bank from station 77+90 to 80+50, - Invasive vegetation treatment, - Protecting a minimum 50-foot buffer. The right bank of MB3-C is outside of the easement; therefore, the left bank will be protected in easement, but the reach will not be used to generate credit. Reach BU10 An Enhancement Level I approach was used for this reach to address channel braiding, channel incision, bank erosion, and offsite sediment loading. Enhancement activities included: - Installing an engineered sediment pack near station 00+15 and along an ephemeral tributary, - Installing a log sill near station 00+97, - Plugging auxiliary channels, - Installing a log sill near station 01+74, - Installing a log sill near station 02+52, - Invasive vegetation treatment, - Protecting a minimum 50-foot buffer. Reach BU11 An Enhancement Level I approach was used for this reach to address channel incision, bank erosion, and offsite sediment loading. Enhancement activities included: - Installing an engineered sediment pack near station 00+90, - Installing a log sill near station 01+05, - Installing a log sill near station 01+53, - Installing a log sill near station 02+03, - Installing a log sill near station 03+40, - Installing a rock step pool structure from station 04+50 to station 05+11, - Invasive vegetation treatment, - Protecting a minimum 50-foot buffer. Bucher 7 Year 2 Monitoring Report SAW-2016-01988 September 2023 Reach MB2 A Preservation approach was used for the upstream portion of this reach. Preservation activities included protecting a minimum 50-foot buffer, treatment of invasives, and revegetating the buffer with native vegetation as needed. A Priority I Restoration approach was used for the downstream reach to address eroding banks, channel entrenchment, and bed instability. Restoration activities include: - Grading a new single thread channel in the existing floodplain, - Installing log structures to provide grade control and habitat, - Establishing a riffle pool sequence throughout the reach, - Installing brush toe protection on meander bends, - Filling the existing channel, - Riparian planting, - Invasive vegetation treatment. Reach MB4 A Preservation approach was used for this reach. Preservation activities included protecting a minimum 50-foot buffer and treatment of invasives as needed. Reach MB5 An Enhancement Level I approach was used for this reach to address channel incision, bank erosion, and offsite sediment loading. Enhancement activities included: - Installing a log sill near station 00+94, - Installing a log sill near station 01+58, - Installing a log cross vane near station 02+06, - Installing a log sill near station 03+12, - Grading a new single thread channel in the existing floodplain from station 03+92 to 06+03, - Installing a double log drop between station 04+04 to 04+07, - Installing a log sill near station 04+69, - Installing a double log drop between station 05+01 to 05+47, Bucher 8 Year 2 Monitoring Report SAW-2016-01988 September 2023 - Installing a double log drop between station 05+88 to 05+92, - Installing a log sill near station 06+40, - Installing a log cross vane near station 07+41, - Installing a log sill near station 08+80, - Invasive vegetation treatment, - Planting and/ or protecting a minimum 50-foot buffer. Reach CH2 A Preservation approach was used for this reach. Preservation activities included protecting a minimum 50-foot buffer and the treatment of invasives as needed. Reach CH3 A Preservation approach was used for this reach. Preservation activities included protecting a minimum 50-foot buffer and the treatment of invasives as needed. Reach CH6 An Enhancement Level I approach was used for this reach to address channel incision, bank erosion, and offsite sediment loading. Enhancement activities included: - Bank grading between station 19+50 and 20+00 at the confluence with CH7, - Bank grading between station 20+50 and 21+25, - Invasive vegetation treatment, - Protecting a minimum 50-foot buffer. Grading was not completed along this reach; therefore, the IRT agreed, during the As-Built Site Visit, that CH6 should receive preservation (10:1) crediting. Reach CH8 A Priority I Restoration approach was used for this reach to address eroding banks, channel entrenchment, and bed instability. Restoration activities include: - Grading a new single thread channel in the existing floodplain, - Installing log and rock structures to provide grade control and habitat, - Establishing a riffle pool sequence throughout the reach, - Installing brush toe protection on meander bends, - Filling the existing channel, - Riparian planting, - Invasive vegetation treatment. 1.6 Construction and As-Built Conditions Stream construction and planting was divided into two events, or sections (A and B). Section A consisted of the area downstream of the breached pond to the south of the Project. Stream construction for Section A was completed in February 2021 and planting was completed in March 2021. During an as-built site visit, the IRT agreed that reach CH6 should receive preservation (10:1) crediting, instead of the originally proposed Enhancement I crediting. Section B consisted of the channels constructed in the breached pond, itself; stream construction was completed in August 2021 and planting was completed in March 2022. One species substitution was made during the Bucher 9 Year 2 Monitoring Report SAW-2016-01988 September 2023 March 2022 planting, replacing Nyssa biflora with Nyssa aquatica, by the planting crew, based on nursery availability. RES supported this substitution because both species are wetland trees (N. biflora is FACW and N. aquatica is OBL). Project credits are based on design centerline, but as-built stream lengths are shown on Table 1. A red lined version of the as-built survey is in the As-Built Baseline Monitoring Report (Section A and B). 1.7 Year 2 Monitoring Performance (MY2) The Bucher Year 2 Monitoring activities were completed in May and September 2023. All MY2 data is present below and in the appendices. The Site is on track to meeting vegetation, stream, and hydrology interim success criteria. Vegetation Monitoring of the 15 permanent vegetation plots and four random vegetation plots was completed in September 2023. Vegetation data are in Appendix C, associated photos are in Appendix B, and plot locations are in Appendix B. MY2 monitoring data indicates that 18 out of 19 plots exceed the interim success criteria of 320 planted stems per acre. Vegetation plot two (VP2) did not meet the interim success criteria, only having seven planted stems, or 283 stems per acre. This plot was replanted in March 2023, but did not meet success criteria due to mortality of as-built planted stems. This vegetation plot is uncharacteristic of the general area as tree stem densities are greater outside of the plot. The plot will be replanted in the upcoming dormant season. Planted stem densities ranged from 283 to 1,255 planted stems per acre with a mean of 709 planted stems per acre across all plots. A total of 13 planted species were documented within the permanent plots. Volunteer species were noted in six plots, bringing the total species count throughout all plots to 15. The average stem height in the plots was 3.0 feet. Visual assessment of vegetation outside of the monitoring plots indicates that the herbaceous vegetation is becoming well established throughout most of the project. No invasive species were documented during Year 2 monitoring but will continue to be monitored for in following years. Diffuse flow has been maintained throughout the conservation easement area. A roughly 0.63-acre bare area at the easement corner between BU3 and BU4, adjacent to an old construction access point, was reseeded, both inside and outside of the easement, with a native riparian mix, in the dormant season prior to MY2. Reseeding this area outside of the easement will help reduce erosion and sediment runoff into the easement during heavy rain events. The old road, circling what used to be Petty’s Lake, on the southern border of the easement was supplementally planted with 1-gallon container trees during the dormant season prior to MY2 (~0.97 acres). An area (~0.06 acres) of encroachment was observed in MY1 along the middle of BU2; it appears that an off-roading vehicle has been trespassing into the Project, entering from the old road path to the west and driving through the easement, across the stream to reach the old road path to the east. This encroachment access point was supplemented with t-posts, horse tape, and signage but the encroachment reoccurred adjacent to the previous access point. RES contacted the landowner about the encroachment and they stated that the trespassing is being Bucher 10 Year 2 Monitoring Report SAW-2016-01988 September 2023 committed by individuals unknown to the landowner. Additional measures of installing horse tape, more t-posts with signage, and no trespassing signs will be installed. This encroachment area will be supplementally planted with 3-gallon container trees prior to MY3 activities. All supplemental planting species will be chosen based on the original planting plan, and nursery availability; the total area of supplemental planting is 0.1 acres. The remaining areas of silt fencing throughout the Project were removed in January 2023. A few erosional rills were documented outside of Vegetation Plot 15 and were corrected with haybales and live stakes in January 2023. An additional erosional rill was documented adjacent to Vegetation Plot 3 and will be corrected in a similar manner. All problem areas mentioned can be seen on Figure 2. Stream Geomorphology Geomorphology data during MY2 was collected along 42 cross sections throughout the Project in May 2023. Summary tables and cross section plots are in Appendix D. Overall, the MY2 cross sections and profile relatively match the as-built conditions. Minor adjustments are expected during the first few years following construction. The MY2 conditions continue to show reduced shear stress and velocities have been achieved for the newly constructed restoration reaches. Visual assessment of the stream channel was performed to document signs of instability, such as eroding banks, structural instability, or excessive sedimentation. A general site walk on December 1, 2022 determined that supplemental livestaking along reaches MB1 and MB3-A will provide additional, preventative bank stabilization to a number of structures throughout the project. Supplemental live stakes were planted in January 2023. The channel is transporting sediment as designed and will continue to be monitored for aggradation and degradation. Stream Hydrology Six flow gauges and three stage recorders exist at the Project. Flow gauges document flow days and stage recorders document bankfull events. The stage recorder on CH8 measured one bankfull event, of which the largest event measured 0.16 feet above the top of bank. The stage recorder on MB1 measured six bankfull events, of which the largest event measured 1.01 feet above the top of bank. The stage recorder on BU2 measured 12 bankfull events, of which the largest event measured 0.62 feet above the top of bank. The flow gauge on BU3 measured 10 flow events, of which the longest event lasted 84 consecutive days. The flow gauge on BU4 measured 11 flow events, of which the longest event lasted 85 days. The flow gauge on BU10 measured six flow events, of which the longest event lasted 157 consecutive days. The flow gauge on BU11 measured four flow events, of which the longest event lasted 161 consecutive days. The flow gauge on MB2 measured eight flow events, of which the longest event lasted 148 consecutive days. The flow gauge on MB5 measured nine flow events, of which the longest event lasted 101 consecutive days. There were three months during MY2 that were below normal rainfall limits. The gauge locations can be found on Figure 2, the photos are in Appendix B, and the associated data is in Appendix E. Bucher 11 Year 2 Monitoring Report SAW-2016-01988 September 2023 2.0 Methods Stream cross section monitoring was conducted using a Topcon GTS-312 Total Station. Three- dimensional coordinates associated with cross-section data were collected in the field (NAD83 State Plane feet FIPS 3200). Survey data were imported into CAD, ArcGIS®, and Microsoft Excel® for data processing and analysis. The stage recorders include an automatic pressure transducer placed in PVC casing in a pool. The elevation of the bed and top of bank at each stage recorder are used to detect bankfull events. Flow gauges are also installed in pools and record flow conditions at an hourly interval. Water level data from flow gauges are corrected using the height of the downstream riffle to detect stream flow events. Vegetation plot monitoring follows the CVS-EEP Level 2 Protocol for Recording Vegetation, version 4.2 (Lee et al. 2008) and includes analysis of species composition and density of planted species. Data is processed using the CVS data entry tool. In the field, the four corners of each plot were permanently marked with PVC at the origin and metal conduit at the other corners. Photos of each plot are to be taken from the origin each monitoring year. Random plots are to be collected in locations where there are no permanent vegetation plots. Random plots will most likely be collected in the form of one hundred square meter belt transects with variable dimensions.
