On behalf of our client, the City of Durham, Kimley-Horn is submitting
this pre -filing meeting request for the proposed Lakewood Avenue
Sewer Replacement project. The Project is situated north of
Lakewood Avenue and east of S. Duke Street in the Jordan Lake
Watershed in Durham, Durham County, NC. The area surrounding
the project is largely urban, with scattered undeveloped forested
land, residential housing, and commercial development. The
proposed project plans to replace the undersized 12-inch sanitary
sewer running along Lakewood Avenue between Roxboro Street and
University Drive and restore a section of stream S4 (see Figure 3). It
is anticipated that the project will qualify for authorization under NWP
3 (Maintenance), NWP 58 (Utility Line Activities for Water and Other
Substances), and/or NWP 27 (Aquatic Habitat Restoration,
Enhancement, and Establishment Activities). A Riparian Buffer
Authorization is also anticipated for riparian buffer encroachments.
The existing sanitary sewer line crossing is exposed and restricting
flow within stream S4. Due to the surveyed depths of an adjacent
culvert and the downstream sewer depth constraints, the sewer was
unable to be relocated from the current stream crossing location. The
proposed sewer replacement would perpendicularly cross beneath
the channel of Stream S4 to avoid stream disturbance. As part of the
project, the eroded stream will be restored using natural channel
design after the sanitary sewer line has been installed. The proposed
stream repair will include the grading of damaged and unstable
stream banks to match natural channel contours, the placement of rip
rap and boulder toe protection along the stream banks to provide
stabilization, and the construction of riffles composed of logs and rip
rap within the stream to establish grade control, facilitate sediment
transport, and enhance aquatic species habitat. As part of the stream
repair, vegetated soil lifts will be completed in some areas along the
existing sidewalk to promote vegetation establishment and restore the
overall function of the riparian buffers.
