Thanks Chris. I do have a couple comments I just wanted to note for the record:

1. With regard to T1, the tributary in the area of the powerline crossing is indistinct. We did not object to this being the start of the channel; however I do think this may be an
area where channel conditions may be problematic following enhancement. As you indicated, we do want to see a flow gauge here, but this will be an area to watch and photograph to document
channel conditions, especially upstream of the headcut that is about midway down the system.
2. With regard to the wetlands in the Camp Creek floodplain, we asked for soils mapping as you indicated, but an additional reason for this is that Maria and I disagreed with the wetland
boundaries as shown on the preliminary map, so hopefully the soils work will be used to update these boundaries.
3. During the site meeting, we discussed use of disconnected wetlands for mitigation, which we indicated was acceptable. Since that meeting, we have had further discussion about how
to handle these areas and are waiting of further guidance from HQ on this issue. It is possible that we may end up changing our guidance on how wetland areas that end up being non-jurisdictional
due to the 2023 WOTUS rules may be treated for mitigation. This site has the potential to have wetland areas that are not directly abutting relatively permanent waters, and therefore
we may have to make a determination later in the process once we have further guidance on this matter. This is something I brought up during the ERA meeting last week, and is still
a developing issue, so more to come soon hopefully.

Other than these comments and your minutes, we have received no additional comment from the IRT, so please consider this to be our IRT response to your draft prospectus. We will coordinate
with our District contacts regarding any potential for unexploded ordinance issues on the site and keep you informed.

Lastly, please verify that this is now part of the Wildlands Upper Neuse Umbrella Mitigation Bank and not the Wildlands Neuse 01 UMB. When you first contact Kim with this site, I believe
it was proposed to be part of the Neuse 01 bank, correct? We will need to update our records and files to make sure we have this correct, so just to verify, Hatch’s Hill is part of
the Neuse 01 bank, but there is another site out there near Camp Creek that you plan to propose as part of the Upper Neuse bank?
