Dear Mr. Cameron:
On September 26, 2023, Brian Lambe from the Wilmington Regional Office of the Division of Energy,
Mineral, and Land Resources (DEMLR), conducted a compliance evaluation inspection for Cameron Pit
421 N located in US Highway 421,New Hanover County,North Carolina. The site drains to Cape Fear
River, which is currently classified as Class C Waters in the Cape Fear River Basin.
The following observations were noted during the DEMLR inspection(please see the attached
addendum for additional information about your permit):
1) Stormwater Pollution Prevention Plan(SPPP)
A Stormwater Pollution Prevention Plan(SPPP)has not been developed, recorded,and properly implemented.
2) Qualitative Monitorine
Qualitative monitoring has not been conducted and recorded in accordance with permit requirements.
3)Analytical Monitorine
Analytical monitoring has not been conducted and recorded in accordance with permit requirements.
Other Observations:
Please submit a new NCG020000 Notice of Intent to accurately describe current mine state. A new pumping
operations and management plan is needed.
Refer to inspection report. Attached is the general permit,the NOI, and sampling forms.
Thank you for your assistance and cooperation during this inspection. Please be advised that
violations of the NPDES Stormwater General Permit may be subject to a civil penalty assessment
of up to $25,000.00 per day for each violation. If you have any questions, comments, or need

Inspection Summary:
The SPPP must be prepared in accordance with permit requirements.A pumping Operations and Management(O&M) plan
needs to be revised to match current mining operation. Last O&M plan submitted was April 2012. The current operation has
outgrown this document.
Inform this office of any wetland well monitoring that has been conducted onsite.
Inform this office of any groundwater monitoring that is being conducted onsite.
Immediately begin conducting sampling of any and all discharge points. Identification of discharge points should be included
in O&M Plan.
Update permit information using a new NCG020000 Notice of Intent. The original permit holder was Elijah Morton. Funston is
the current operator. The questions on the NOI have changed enough to where there is need for additional information.
Site conditions need to be reviewed for maintenance of measures such as berms and sediment fencing. Submit results of
the site inspection to this office.
