During the Pretreatment Compliance Inspection conducted by Sharon Moran of the FRO on September 1,
2023, we discussed the requirements of the paragraph in the permit approval letter, entitled
"Pretreatment Updates in response to NPDES permit renewal". That paragraph requires us to submit a
technical evaluation of the need to revise local limits or documentation of why [it] is not needed.
After discussing Pembroke's situation with Ms. Moran, we decided to submit this letter as documentation
of why it is not needed.
• Pembroke completed its most recent IWS in December of 2022 with updates submitted to the
Division on March 1, 2023. The IWS was approved by the Division on March 3, 2023. The current
SIU (Steven Roberts) is still the only SIU in the Town.
• The STMP was reviewed and is current. POC PQLs have been updated to the levels required in the
approved STMP.
• We have conducted the first of the four quarterly STMP samples required prior to our next
headworks analysis.
• Our next headworks analysis is due not later than October 2024. It will be based on the new,
approved NPDES permit. Note that new, approved discharge will not be allowed until all
expansions have been completed and certified by the design engineer.
