Pilot Environmental, Inc. (Pilot) is pleased to submit this report of the wetland determination for
the approximate 12.5-acre tract located south of Byrd Road in Granite Quarry, Rowan County,
North Carolina.
Background
Wetlands are defined by the United States Army Corps of Engineers (USACE) and the United
States Environmental Protection Agency (EPA) as "those areas that are inundated or saturated
by surface or groundwater at a frequency and duration sufficient to support, and under normal
circumstances, do support a prevalence of vegetation typically adapted for life in saturated soil
conditions." In order for an area to be classified as wetland, hydrophytic vegetation, hydric soils,
and wetland hydrology indicators must be present.
Section 404 of the Clean Water Act (CWA) regulates the discharge of dredge and fill materials
into waters of the United States (lakes, rivers, ponds, streams, etc.), including wetlands. Waters
of the United States include the territorial seas, navigable coastal and inland lakes, rivers and
streams, intermittent streams, and wetlands. The EPA and the USACE jointly administer the
Section 404 program. Section 401 of the Clean Water Act grants each state the authority to
approve, condition, or deny any Federal permits that could result in a discharge to State waters.
Jurisdictional features include wetlands, open waters, ponds, lakes and perennial/intermittent
streams. Jurisdictional features are regulated by the USACE and North Carolina Department of
Environmental Quality-Division of Water Resources (NCDEQ-DWR). Permits are required prior to
impacting any jurisdictional feature. The type of permit required is specific to the type, location
and amount of impacts. Stormwater management plans and/or mitigation for proposed impacts
could be a requirement of the permit approval process.

The findings and conclusions in this report are our opinions based on field conditions
encountered at the time of the site visit. Changes including, but not limited to, regulations,
weather, timber/vegetation removal and usage/development of the site or nearby properties
can alter the findings and opinions presented in this report. We recommend that this report only
be used for preliminary planning purposes. A wetland delineation, followed by agency
verifications and a survey of jurisdictional features are required to determine the exact extent
and locations of jurisdictional features and are valid for a period of up to five years following
issuance of a USACE Jurisdictional Determination (JD) and/or NCDEQ-DWR Site Determination
Letter.
Scope of Services
Pilot was contracted to perform a wetland determination for the approximate 12.5-acre tract
located south of Byrd Road in Granite Quarry, Rowan County, North Carolina. The site is
identified on the Rowan County Geographic Information System (GIS) as parcel identification
number (PIN) 404 012. The scope of services included a determination of jurisdictional features
(streams, wetlands and other surface waters) on the site. The site boundary was not surveyed at
the time of our field determination.
Literature Review
We reviewed the U.S. Geological Survey (USGS) Topographic Map, the U.S. Department of
Agriculture (USDA) Soil Survey of Rowan County, the U.S. Fish and Wildlife Service (USFWS)
National Wetland Inventory(NWI) Map and the Federal Emergency Management Agency(FEMA)
Flood Insurance Rate Map (FIRM).
( The USGS Topographic Map (Drawing 1) depicts an unnamed tributary to Crane Creek on the
northwestern portion of the site. Other surface waters or wetlands are not depicted on the site.
( The USDA Web Soil Survey of Rowan County (Drawing 2) identifies the following mapping units
on the site: Enon fine sandy loam (EnB),Sedgefield fine sandy loam (SeB)and Vance sandy loam
(VaB). The Enon series consists of well drained, slowly permeable soils that occur on ridgetops
and side slopes. The Sedgefield series consists of somewhat poorly drained, slowly permeable
soils that occur on ridges and side slopes. The Vance series consists of well drained, slowly
permeable soils that occur on gently sloping, narrow and broad ridges and sloping to moderately
steep side slopes. The SeB soil mapping unit is identified on the Rowan County Hydric Soils List.
The remaining soil mapping units are not identified on the Rowan County Hydric Soils List.
Pilot also reviewed the last published USDA Soil Survey of Rowan County (Drawing 2A). The
published soil map does not depict surface waters or wetlands on the site.

( The USFWS NWI Map (Drawing 3) depicts a riverine feature on the northwestern portion of the
site, generally consistent with the USGS Topographic Map. The map does not depict other
surface waters or wetlands on the site.
( Pilot reviewed the FEMA FIRM (Drawing 4) for the site. The FEMA FIRM identifies the site in an
area designated as Zone X, an area outside the 100 and 500-year floodplains.
Field Determination
Pilot conducted the site visit on August 13, 2019. The site contains undeveloped wooded land.
Portions of the site have been previously graded. Ponds are not located on the site.
Streams are not located on the site. A drainage swale is located on the northwestern portion of
the site. The drainage swale contains an erosion gulley. The base of the gulley is vegetated with
trees and saplings. There are no features with defined beds or banks, evidence of an ordinary
high-water mark, meanders, substrate sorting or other stream characteristics within the erosion
gulley.
Wetlands are not located on the site. The soils beneath the site are bright and appear well
drained. Wetland hydrology indicators were not observed.
Drawing 5 shows the approximate location of the site and results of the stream/wetland
determination. The site has not been delineated or verified by regulatory agencies. Drawing 5 is
based on our field notes and is intended for preliminary planning purposes.
Watershed Classification
According to the NCDEQ-DWR,the site is located in the Yadkin River Basin. Surface drainage across
the site is to the south towards Crane Creek. The NCDEQ-DWR has classified Crane Creek as Class C
waters.
In summary, a stream is depicted on the northwestern portion of the site on Drawing 1 (USGS
Topographic Map) and Drawing 3 (NWI Map). Based on our site visit, an erosional gulley is present
within the drainage swale. There are discrepancies between our field observations and the feature
depicted on the maps. We recommend consultation with the local authority.

Summary
Pilot has completed a stream/wetland determination on the site. Our findings have not been
verified by the regulatory agencies. The local municipality should be contacted to determine if
there are local stream buffer requirements for the site.
