On August 31, 2023, a site inspection was conducted for the Hydro Conduit, LLC facility located at 2268
Speedrail Drive,Cabarrus County,North Carolina.A copy of the Compliance Inspection Report is enclosed for
your review.The site superintendent was also present during the inspection and his time and assistance is greatly
appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater
General Permit NCG070000 under Certificate of Coverage NCG070065. Permit coverage authorizes the
discharge of stormwater from the facility to receiving waters designated as Codde Creek, class C waters in the
Yadkin Pee-Dee River Basin.
As a result of the inspection,the facility was found to be noncompliant with the conditions of the NCG070000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations
made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments,

Inspection Summary:
On August 31,2023 the facility was inspected for stormwater compliance.At the time of the inspection, all portions of the
stormwater pollution plan were present and up to date.Analytical and qualitative monitoring data were present, and samples
were taken per the permit timeframes.
While viewing the sampling points with the site representative, it was noted that outfall 1 was being sampled at the west side
from a clean water pipe that flows into the site.According to the outfall and stormwater flow map, outfall 1 should be
sampled from the east side of the site closer to where the ditch line discharges off the property.
The facility must:
1) Immediately begin sampling outfall 001 from the correct location.
2)These samples should be collected at the first opportunity, and the results provided to DEQ via email to
[e-mail] and [e-mail].
