North Carolina Department of Transportation is starting the project development, environmental
and engineering studies for the construction of Project BR-0250, which proposes to replace three
timber bridges in NCDOT Division 11:
1. Bridge 149, carrying Herman Buchanan Road (SR 1186) over Horse Creek — about 4
miles west-northwest of Newland, in Avery County
2. Bridge 252, carrying Spring Meadow Road (SR 1549) over UT To Zacks Fork Creek —
about 3 miles northeast of Lenoir, in Caldwell County
3. Bridge 231, carrying Ball Branch Road (SR 1337) over Norris Fork — about 4 miles north
of Boone, in Watauga County
The affected roadways for Bridges 149, 252, and 231 do not have outlets. The new bridges will also
be timber bridges, with the same cross -sections and profiles as existing. There will not be any off -
site detours during construction. Traffic will be maintained through the use of temporary bridges or
phased construction. The project vicinity and individual bridge study area maps are attached.
We would appreciate any information you might have that would be helpful in evaluating potential
environmental impacts of the project. Your comments may be used in the preparation of
environmental documentation. Currently, the project is State funded, and a Minimum Criteria
Determination Checklist will be prepared. The project is scheduled for construction in FY 2024.
