Dear Mr. Newell:

This correspondence is in reference to the with RES Yadkin 01 Umbrella Mitigation
Bank, Green Mesa Mitigation located in the Upper Yadkin Watershed of the Upper Pee
Dee River Basin (03040101). The 32.45-acre site is located at 3532 Baptist Church
Road, approximately 2 miles south of Booneville, in Yadkin County, North Carolina
(36.213246, -80.718195). The purpose of this letter is to confirm the initial release of credits
for this mitigation site.

Pursuant to the Mitigation Banking Instrument (UMBI) entitled, RES Yadkin 01 Umbrella
Mitigation Bank approved November 23, 2019 and the Green Mesa site-specific mitigation
plan dated June 2019, 15 percent of the mitigation site’s total restoration and enhancement
stream credits and 100 percent of the sites preservation credit shall be available for sale
immediately upon completion of all the following:

a. Execution of the MBI by the Sponsor, the Corps, and other agencies eligible for
membership in the IRT who chose to execute the agreement.
b. Approval of the Final Mitigation Plan.
c. The mitigation site must be secured.
d. Delivery of the executed financial assurance documents as described in Section IX
of the RES Yadkin 01 UMBI and Section 13, page 49 of the Green Mesa Final
Mitigation Plan, dated June 06, 2019, and approved December 04, 2019.
e. Recordation of the Corps-approved site protection mechanism described in Section
X of the RES Yadkin 01 UMBI,and Appendix C of the Green Mesa Final Mitigation
Plan, dated June 06, 2019, and approved December 04, 2019..
f. Issuance of the 404-permit authorization for site construction

By copy of this correspondence, we confirm that you have satisfied the above
requirements for the initial credit release, and 550.66 stream mitigation units (SMUs),
constituting 15 percent of the mitigation site’s total restoration and enhancement credits and
100 percent of the sites stream preservation, are now available for sale.
