Monitoring Year 3 Report
1.0 Introduction
1.1 Project Description
The Perry Hill II Mitigation Bank Parcel (Parcel) is part of Wildlands Holdings V, LLC, (Sponsor) Perry Hill II
Mitigation Bank (Bank). The project includes headwater systems that flow directly to Corporation Lake, a
water supply reservoir on the Eno River which subsequently flows into Falls Lake and eventually into the
Neuse River. The purpose of the Parcel is to provide riparian buffer and nutrient offset mitigation credits
to compensate for unavoidable impacts in the Neuse River Basin 03020201 Hydrologic Unit Code (HUC)
within the Falls Lake Watershed. The Bank service area is depicted in Figure 2.
Prior to construction, the Parcel consisted of active pasture used for cattle grazing and some woodlands.
Cattle had access to all streams prior to Site implementation. In general, this area has maintained its
rural farming character over the last 81 years with only minor changes in land cover. The Parcel was
restored to provide ecological and water quality enhancements to the Neuse River Basin by creating a
functional riparian corridor and restoring the riparian buffer. Originally 15.52 acres were protected
along the project features by the Parcel’s permanent conservation easement. A conservation easement
was recorded on the Parcel in October 2020.
In October 2021, waterlines were installed incorrectly by the tenant farmer within the Parcel’s easement
boundary. North Carolina Division of Water Resources (NCDWR), Wildlands and UP2Save LLC, the long-
term steward of the Parcel, determined that the appropriate solution was to release the area containing
the waterlines from the conservation easement. This will prevent any further easement encroachments
due to maintenance of the waterlines. Approximately 0.1 acres were released from the easement,
leaving 15.42 acres still protected under the conservation easement. Project credits were reduced
accordingly in MY2. An updated conservation easement plat and partial release document were
recorded with the Orange County Register of Deeds and submitted to NCDWR in July 2023. Additionally,
the assignment of the updated easement was submitted to UP2Save LLC in August 2023.
1.2 Bank Sponsor
The Perry Hill II Mitigation Parcel is part of the Bank. The Mitigation Banking Instrument (MBI) for the
Bank was signed in October 2020.

1.4 Project Location
The Parcel is located in Orange County, approximately 3 miles northwest of Hillsborough, NC (Figure 1).
The Parcel is located within the Neuse River Basin 14-digit HUC 03020201030020 and NCDWR Subbasin
03-04-01. The Parcel was restored for riparian buffer mitigation credit and nutrient offset credits in the
Neuse River Basin HUC 03020201 within the Falls Lake Watershed (Figure 2).
To reach the Parcel, traveling west on I40/85 from Raleigh/Durham, follow I40/85 to exit 161 for US-70
Connector North. Take a right at the bottom of the ramp and continue onto US-70 East (1.0 mile) via US-
70 Connector North. Continue on US-70E (1.9 miles) before taking a left onto Faucette Mill Road.
Continue (1.9 miles) and take a sight right onto Frank Perry Road. The Parcel will be on right (0.5 miles).
1.5 Project Design
Based on the updated conservation easement plat, approximately 15.42 acres are protected under a
conservation easement and the Parcel is expected to generate 0.76 acres of riparian restoration credits,
1.05 acres of enhancement via cattle exclusion credits, and 13.46 acres of nutrient offset credits. No
credit is claimed on 0.15 acres due to distance from project features. Parcel credit generation is
illustrated in Figure 3. The revegetation plan for the Parcel included planting of bare root trees and
controlling invasive species growth. Bare root and live stake trees selected for the Parcel were native
riparian, wetland, and upland species typical for piedmont communities as defined by Schafale and
Weakley (1990). Adjacent forested areas were also used as a reference for the Parcel. Tree species
selected for planting on the Parcel as well as size specifications, planting density, and plant composition
are detailed in Table 2.

2.1 Success Criteria
Buffer vegetative success criteria are based upon the density and growth of Character Tree species as
defined in Tables 2 & 3. Vegetative success criteria are based upon guidelines set forth in the
Consolidated Buffer Mitigation Rule 15A NCAC 02B .0295 (effective November 1, 2015) and is defined as
a success rate equivalent to 260 live stems per acre at the end of the 5-year monitoring period.
If vegetative success criteria are not achieved based on acreage density calculations from combined
monitoring plots over the entire restoration area, or if a visual inspection indicates that portions of the
Parcel do not have sufficient stem densities or are otherwise deficient, supplemental planting shall be
performed with tree species approved by NCDWR. Supplemental planting shall be performed as needed

required to meet the vegetative success criteria.
2.2 Description of Species and Monitoring Protocol
The quantity of monitoring plots was determined in accordance with the Carolina Vegetative Sampling
(CVS) Protocols (Level II) such that at least 2 percent of the Parcel is encompassed in monitoring plots. A
total of 11 plots (10 meters by 10 meters) were established within the credit generation area. PVC pipe
was used to mark the four corners of the plots. Monitoring plot locations are shown in Figure 4. GPS
points were taken at each of the corners. A reference photo was taken from the southwest corner of
each plot (Appendix D). All planted stems within the plots were marked with flagging tape and recorded.
Total numbers of tree species planted within the monitoring plots as well as planting density and plant
composition are detailed in Table 4.

2.3 Results of Vegetation Monitoring
The 11 vegetation plots were sampled in September 2023 at the end of the growing season. A reference
photo was taken from the southwest corner of each plot, which can be found in Appendix D along with
the stem count raw data. Total numbers of tree species identified within the monitoring plots as well as
density and composition are summarized in Table 5. Vegetation result tables with planted stem density,
and stem count by plot and species are summarized in Appendix C.
The 2023 vegetation monitoring resulted in an average planted stem density of 456 stems per acre,
which is well above the final requirement of 260 stems per acre. All vegetation plots individually exceed
the final stem density requirement by more than ten percent; with planted stems per acre ranging from
324 to 607. When including volunteer species, the average stem density increases to 567 stems per acre
with individual plots ranging from 324 to 890 stems per acre. All plots have 5 or more planted species
and most planted stems across plots have a vigor of excellent (4), as can be seen in Appendix D.
Volunteer stems include desirable species, such as American persimmon (Diospyros virginiana),
mockernut hickory (Carya tomentosa), and elms (Ulmus spp.).

2.4 Parcel Adaptive Management
As in the previous year, planted trees are growing well but pasture grasses are still dense in areas. To
ensure planted trees remain competitive, herbicide ring sprays were applied around the base of trees
where necessary in April 2023. Areas where patches of blackberry (Rubus spp.) were competing with
trees along UT2 were treated via mechanical removal or a foliar spray application of triclopyr. Wildlands
plans to continue to treat aggressive blackberry growth as needed in spring of 2024.
Additionally, follow up treatments were done on a few scattered resprouts of Chinese privet (Ligustrum
sinense) along the west side of UT2 and a few stems of Tree-of Heaven (Ailanthus altissima) on the
upper part of Perry Branch Reach 4 using a cut stump application of triclopyr in May 2023. A small patch
of English ivy (Hedera helix) growing near the east side of the Perry Branch Reach 2 crossing was also
treated in June 2023 via foliar spray. Wildlands will continue to monitor for invasive species and
treatments will be applied as necessary.
Adaptive measures will be developed, or appropriate remedial actions will be implemented in the event
the Parcel or a specific component of the Parcel fails to achieve the success criteria outlined in the BPDP.
Parcel maintenance will be performed to correct any identified problems on the Parcel that have a high
likelihood of affecting project success. Such items include but are not limited to; excess tree mortality
caused by fire, flooding, drought, or insects. Any actions implemented will be designed to achieve the
success criteria and will include a work schedule and updated monitoring criteria.
2.5 Conclusions
Vegetation across the Parcel is exceeding performance standards. The Parcel is on track to exceed the
final success criteria of 260 stems per acre at the end of Monitoring Year 5. Monitoring Year 3 data
shows an average density of 456 planted stems per acre across vegetation plots, with individual plots
ranging from 324 to 607 planted stems per acre. When including volunteer species, the average stem
density increases to 567 stems per acre with individual plots ranging from 324 to 890 stems per acre.
Desirable volunteer species, such as American persimmon (Diospyros virginiana), mockernut hickory
(Carya tomentosa), and elms (Ulmus spp.) are establishing themselves. Herbaceous vegetation is well
established across the Parcel. Wildlands will continue to monitor invasive species and the health of
planted trees, managing issues as necessary. Wildlands has recorded an updated conservation easement
plat to correct the conflict with the waterline. All appropriate documentation has been submitted and
no other issues are anticipated regarding the waterline.
