4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: *
The site is within the Transcontinental Gas Pipeline Company, LLC (Transco) Right -Of -Way where three (3) gas pipelines run the length of the ROW at this location. Erosive conditions
anddowncutting have resulted in 2 gas pipelines to become exposed. Each is currently holding the stream invert where they cross the stream. Emergent wetlands located at the stream
headare feeding hydrology to the stream from 2 distinct areas; however, these distinct areas have resulted in a 1.2-2.5 ft drop in elevation. Steep banks and signs of sediment transport
arenoticable at the site. Forested areas are located on each side of the ROW at the project site. Surrounding land use is agriculture and residential.

Transco is proposing a general maintenance project to restore cover to the pipeline and prevent further erosion over the other pipeline within the ROW. The work is necessary to
primarilyensure the continued safe operation of Transco's pipelines and secondarily to maintain the ecological function of the stream by counteracting the effect of erosion in the area
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The proposed project will consist of excavating the exposed pipelines for maintenance. Once completely exposed, the pipelines will be sandblasted, inspected, recoated, and backfill
toensure continued safe operation of the natural gas pipeline.
After maintenance is complete, two step -pool drop structures are proposed to be constructed between Gas Mainline B and C, and immediately downstream of Mainline C. The
twostructures will restore cover over the exposed pipelines and return the stream invert to existing grade at the treeline. To further minimize stream migration, the step -pool structure
betweenGas Mainlines B and C will expand rock an additional 10 feet from the top of stream bank to maintain water flow through the step -pool structure. The step -pool structures will
dissipate thewater velocity creating a natural riffle -pool scenario providing habitat for species.
The first step -pool structure will be constructed approximately 4.5 LF downstream from exposed Mainline B. The top of the structure will be at an elevation of approximately 93.2' to
allowtwo feet of cover over Mainline B. This step -pool structure will drop approximately 7.2 inches with a pool 10.5+/- FT in length and 1+/- FT deep. The bottom of the first structure will be
atan elevation of approximately 92.6'. Immediately upstream of this step -pool structure the channel will be filled with a clean fill/bed stability mix and any excavated material to the
emergentwetlands drop into the channel, 65+/- LF, to provide and maintain cover over the pipeline, restore the ROW to pre-existing conditions when the gas mainlines was installed, and
maintainwetland hydrology.
The second step -pool structure will be constructed immediately downstream from Mainline C and will be a three (3) drop structure. The top of this structure will be at an elevation
ofapproximately 92.6' (equal to the bottom of the first structure). The drops between the steps will be approximately 1.1 feet to return the stream back to the existing stream invert at
thetreeline. The pool will be 4.4+/- feet in length and 1+/- foot deep. Between the two step pool structures, the stream will be filled with a bed stability mix and any excavated
material,approximately 17.7 LF.
Armor Stone will be utilized for step -pool construction. Armor Stone will range from 300-700 lbs. The variations in the surface of the Armor Stone will be utilized to create a low flowchannel
through the step -pool structure during construction. After proposed construction is complete, all disturbed areas will be seeded with a native seed mix post construction. No treeswill be
removed to construct the stream restoration. All work will be completed within the routinely maintained ROW or the stream channel itself.
Access to the stream will be via the ROW from Yank Road approximately 0.18 miles southwest from the project area. All work will be initiated during a 3 day NOAA No Rain Period.
Pumparound and dewatering practices will be utilized as necessary to allow work to be completed in the dry and maintain flow downstream. Any sediment -laden water from the work area
will bepumped downstream through a sediment filter bag to reduce sediment transport. Emergent wetland boundary will be staked to avoid any temporary impacts to the wetlands and a
silt fence will enclose 3 sides of the stock pile area to avoid any sediment transfer to the adjacent stream parallel to and outside of the ROW.

The limits of emergent wetlands will be staked to keep machinery and any construction material out of the emergent wetlands. The step -pool
structureswill mimick a natural riffle -pool scenario dissipating water prior to the confluence with trib to Troublesome Creek parallel to the ROW. All work
will becompleted within the routinely maintained ROW.
