Yes — U & D for Dissolved Oxygen and Temperature New expiration date: Oct 31, 2028 FACILITY SUMMARY The Town of Vanceboro operates a wastewater treatment plant that serves a population of 1,005 residents. The Vanceboro WWTP is a minor facility (flow < 1 MGD) with a design capacity and permitted wastewater discharge of 0.30. The original NPDES permit for this facility was issued in December 1981. This facility utilizes the following treatment components: • Manual bar screen • Grit removal • Two (2) parallel mechanically operated aerated oxidation ditches • Three (3) parallel secondary clarifiers • Tertiary sand filters • Alum feed for phosphorus removal Fact Sheet for Permit Renewal Sept 2023 - NPDES Permit NCO031828 - Page 1 • Polymer feed for alum sludge conditioning • Gas chlorination • Chlorine contact chamber • Dechlorination • Cascade post aeration • Automatic samplers • Flow meter • Aerobic sludge digesters • Sludge drying beds • Standby power PERMIT MODIFICATIONS SINCE LAST PERMIT: Mayor Chad Braxton requested relief from the increased monitoring frequency requirements imposed in the permit renewal. These increased monitoring frequencies were applied to the permit per 15A NCAC 02B .0508 as the facility was reclassified from WW-2 to WW-3. The facility did not have any significant component changes, and the classification upgrade was made based on nutrient limits present in the permit per 15A NCAC 08G .0302(e). Monitoring frequency for facilities with no significant changes to more advanced treatment technology between permit renewals will not be required to adhere to the increased monitoring frequencies when facility grade is increased due to presence of nutrient limits in the permit. The Division is in the process of creating a new policy regarding facilities in this situation. On September 20, 2019, a Change -Page to Address Modification was submitted to the City of Vanceboro with the following changes: Monitoring reduced to weekly in A(1) for pH, dissolved oxygen, BOD, total suspended solids, NH3 as N, fecal coliform, and upstream and downstream temperature as a policy is process to address these types of facilities and permits Monitoring reduced to 2/week for TRC in A(1) as a policy is process to address these types of facilities and permits Compliance schedule removed in A(1) as footnotes 9 and 10 as increased monitoring no longer applies RENEWAL SUMMARY This renewal contains the following changes: • Added a reopener condition for all Neuse River discharge permits in Part L A. (6.). • Updated electronic data submission requirements. COMPLIANCE HISTORY Vanceboro WWTP has had three enforcements since 2019 for limit violations and a permit condition violation. The facility has been issued five NOVs for weekly average and weekly geometric mean exceedances of BOD, Coliform, and TSS in 2019 and 2023, and six NODS for weekly geometric mean, monthly average, and weekly average exceedances of coliform, flow, and NH3 as N in 2021 and 2022. Most recent inspection (August 2023) showed the facility to be in compliance. COMMENTS ON DRAFT PERMIT • Robbie Bullock (Washington Regional Office, Environmental Program Consultant) noted that he had no recommended permit changes for the violations noted. Fact Sheet for Permit Renewal Sept 2023 - NPDES Permit NCO031828 - Page 2 EFFLUENT MERCURY ANALYSIS The permittee is required to provide one effluent mercury analysis, using EPA Method 1631E, in conjunction with the next permit renewal application. The analysis should be taken within 12 months prior to the application date. Any additional effluent mercury measurement conducted from the effective day of this permit and up to the application date shall also be submitted with the renewal application. Mercury analysis was completed October 13, 2022 and was submitted with the renewal application (which was received October 31, 2022).
