Rebecca, Here are responses and attachments to your two items. Attached is the full set of plans from the civil engineer. See page three (3) for the impervious calculation notes. The site area is 18.504 acres, and the impervious coverage is 4.416 acres (23.9%). The development is low density. The zoning is R-20 however there is less than 4 units per acre proposed. The civil engineer did not prepare a SMP due to the low -density nature of the project. If an SMP is required, the developer will need to increase the number of townhomes to cover the costs. 2. The project already includes 8.088 acre of common open space which is 43.7%. There is only 7.866 acre in lots which is 42.5%. This project has zoning for 20 units per acre however to keep the development as a low -density project the developer has committed to a density of only 3.93 units per acre. The two wetland areas proposed for impacts are very low -quality wetlands in a cow pasture. No impacts are proposed to any streams and no wetland impacts are proposed to the higher quality wetlands on site. Please see the attached photographs and location map which should give you a better idea of the areas proposed for impacts. These photos were taken in March so these areas very likely are seasonal in nature. The wetland area located on Lot 13 has been created from the cows compacting the soil to a condition were rainwater is perched on the surface mostly outside of the growing season. Losing six townhomes would decrease the yield by over 8% which is very impactful for such a small project. Please let me know if you need anything else. My review of the post -construction stormwater map indicates there is no local program, and as a high density project, DWR requires the SMP to review as a part of the 401. Could you please clarify the intentions of the project as it relates to stormwater and provide stormwater documentation for our engineer to review? Avoidance and minimization: It appears that units 13-17, and 57-58 could be reduced to 2-unit structures to minimize the impacts to aquatic resources. Please revise the plans to minimize the impacts or provide a detailed explanation of why this plan for the project cannot be reduced or reconfigured to better minimize disturbance to Wetland 1 and Wetland 2. Please provide a response within 30 days. Note that the application review will be on hold until a response is received. Once a 401 Certification is issued or waived, the Corps will provide you with a final general permit verification. Your proposed work shall not commence until after the 401 Certification has been issued or waived and until a final general permit verification has been provided to you. Additional special conditions may be added to the final general permit verification. As stated above, this is a provisional notification.
