The undersigned, EBX-Neuse I, LLC the Sponsor of the Neu-Con Wetland and Stream Umbrella
Mitigation Bank(Arrington Bridge III Site, the "Bank"), hereby certifies the following:
1. Rick Hester and Johnston County has deposited monies with the Sponsor sufficient
to acquire 0.35 Wetland Mitigation Credits from the Bank for use on its 4 MGD
WWTF Upgrade, Force Mail, and Discharge project (DWR Project # 20201434
V2), in Johnston County,NC, in HUC 03020201 of the Neuse River Watershed.
2. The 4 MGD WWTF Upgrade,Force Mail, and Discharge project requires a total of
0.35 Wetland Mitigation Credits as mitigation. Of this amount 0.35 Wetland
Mitigation Credits are being provided by the Arrington Bridge III Site.
3. The Sponsor has deducted 0.35 Wetland Mitigation Credits from the Bank's credit
ledger for HUC 03020201 of the Neuse River Watershed.
A copy of the Bank's Credit ledger reflecting the above transaction is attached to this Certificate.
