As we discussed by phone, the Buffer Authorization document you forwarded to me is not clear that it is the final Buffer
Authorization issued by the Town. It clearly addresses that the Town agrees with the "No Practical Alternatives" analysis
that was provided to them, however a formal Buffer Authorization should include details regarding the exact amount of
buffer impacts, details of a mitigation plan, and details that a stormater plan, or diffuse flow plan have been reviewed
and approved. It should be more like a permit approval, or a stormwater plan approval with specific conditions etc. If
you need more help with this please let meknow.

This letter is written to respond to TDO Land Holdings, LLC request for a written concurrence from
the Town of Kernersville for selecting "Alternative Crossing Designation EXH -2A ". This
alternative improves upon the previous Preliminary Subdivision approval granted by the Board of
Aldermen by lessening the environmental impacts while maintaining traffic connectivity.
