It clearly addresses that the Town agrees with the "No Practical Alternatives" analysis that was provided to them, however a formal Buffer Authorization should include details regarding the exact amount of buffer impacts, details of a mitigation plan, and details that a stormater plan, or diffuse flow plan have been reviewed and approved. It should be more like a permit approval, or a stormwater plan approval with specific conditions etc. If you need more help with this please let meknow.
