SUBJECT: Interagency Law Enforcement and Safety Strategy Meeting for
the 1987 B. Everett Jordan Recreation Season - March 18, 1987
The 1987 recreational season at Jordan Lake is close at hand, and there are
indications that it will be a challenging one for those involved with law enforce-
ment, safety, and recreation management.
1. More people are expected to visit the lake this year than in any
previous year. Over 500,000 visited the lake in 1986 and that
figure could be close to 1,000,000 in 1987.
2. Public access to the lake has been greatly reduced since last
season as a result of the Corps'•closure to vehicular traffic
of most abandoned roads leading to the lake.
3. There willbe only two swimming beaches available at the lake this
season to handle both the increase in new visitors and those dis-
placed by the road closures. Many people may have to be turned
away on busy weekends as parking lots fill.
4. There will be only one 24-hour boat ramp available this season
and ramps are expected to be heavily congested.
In past summers, problems of disorderly conduct, alcohol abuse, illegal
parking along road shoulders, traffic violations, littering, and boating and
swimming accidents have occurred at some locations at Jordan Lake. Many of

these problems will require the cooperation of several agencies at three levels
of government for resolution. Knowing who to call and how to reach them in a
tense or emergency situation could avoid a dangerous conflict or save a life.
The purpose of the March 18 meeting will be to identify and to develop an
effective response to problems requiring interagency cooperation. We request
that each agency be prepared to present to the group the problems that it sees
as the most important requiring interagency cooperation. Please invite other
representatives of your agency to attend this meeting as needed. The meeting
will be held at 1:30 p.m. on March 18 in the Chatham County Courthouse Annex,
Commissioners meeting room, Pittsboro, N.C.
We expect this to be an important and productive meeting and look forward
to seeing each of you on the 18th.
