On September 12, 2023, a site inspection was conducted for the Packaging Corporation of America facility
located at 1302 N Salisbury, Rowan County,North Carolina. A copy of the Compliance Inspection Report is -
enclosed for your review. John Ewald was also present during the inspection and his time and assistance is
greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES
Stormwater General Permit NCG050000 under Certificate of Coverage NCG050222. Permit coverage
authorizes the discharge of stormwater from the facility to receiving waters designated as Town Creek, class C
waters in the Yadkin Pee-Dee River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG050000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations
made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments,

Inspection Summary:
A stormwater compliance inspection was conducted on September 12, 2023. The inspection was conducted alongside John
Ewald with Packaging Corporation of America Salisbury facility.
All portions of the stormwater pollution prevention plan were present and up to date. Monitoring data was present and
completed per permit requirements.All outfalls were observed during the inspection with no visible issues noted.
This inspection was also in part conducted to view the south side of the site in reference to a question raised by Packaging
Corporation of America about sheet flow and if another outfall should be added. It was determined that the south area once
designated as sheet flow, does not sheet flow. Stormwater from the south delivery docks,a small portion of the west(front)
of the site, and some roof drains discharge from a point located at the building's south corner. It is recommended that this
point be added as a sampling outfall.
