On behalf of the Town of Winterville, we are submitting a Fast. Track application for the Sanitary Sewer
Pump Station Rehabilitation 2020 Project. This project will include the replacement of two (2) aged sewer
pump stations, installing two-(2) 12" force mains, abandonment of a sewer pump station, pump station
electrical upgrades, manhole repairs/installations, abandoning manholes, installing new sewer pipes, and
abandoning existing sewer pipes with flowable fill. Specifics for the improvements are including -in the
Application Narrative.
Enclosed are the following required documents:.
• One (1) check in the amount of $480.00 for the application fee.
Two (2) copies of the project narrative.
• One (1) original and one (1) copy of the executed application form:
• Three (3) maps showing the location of the proposed facilities to be constructed.
• One (1) original USGS Topographic Map identifying the entire project associated with this
Application.

Town of Winterville — Sanitary Sewer Pump Station Rehabilitation 2020

The purpose of this memorandum is to provide a narrative of the Town of Winterville's proposed
Sanitary Sewer Pump Station Rehabilitation project to accompany the project's Fast -Track
Application.
The major items of work for this project submitted for review under the Fast Track permitting
program include rehabilitation/replacement of four (4) aged sewer pump stations in the Town of
Winterville_ Chapman Street Pump Station improvements includes construction of a new 1,325
GPM submersible sewage pump station, installation of new electrical equipment, relocation of
existing emergency generator, 35 LF of 8-inch DIP force main, and 4,500 LF of 12-inch PVC force
main. Robinson Heights Pump Station improvements includes replacement of the electrical gear
and addition of an automatic transfer switch. Winterville Crossing Pump Station will be abandoned
and flow diverted via 860 LF of new 10" and 15" PVC gravity sewer. The Church Street Pump
Station improvements includes construction :of a new 1,511 GPM submersible sewage pump
station, electrical modifications, and 3,000 LF of 12-inch PVC force main.
This project is intended to provide improvements to the Winterville Sanitary Sewer System by
increasing pumping capacity of the Chapman and Church Street Pump Stations which are
.. inadequate to supportthe current demand and nominal population growth. The- Chapman -Street
Pump Station is over fifty years old and the existing dual 6" force mains will need to .be upsized
to 12". to support the expected growth. Recent flow data and proposed development in the service
area of the Church Street Pump Station has indicated the pump station will exceed the current
available capacity. Additionally, the existing 8" force main is currently undersized for the existing
flow and will need to be increased to handle the proposed flow from the pump station.
The 401 Water Quality Certification is currently pending.
