On behalf of the Town of Winterville, we are submitting the Flow Tracking for Sewer Extension forms for
the Sanitary Sewer Pump Station Rehabilitation 2020 Project Fast Track Application. This project will
include the replacement of two (2) aged - sewer pump stations, installing two (2) 12" force mains,
abandonment of a sewer pump station, pump station electrical upgrades, manhole repairs/installations,
abandoning manholes, installing new- gravity sewer pipes, and abandoning existing sewer pipes with
flowable fill.
The associated Fast Track application for the above referenced:project was submitted to your office on July
31, 2023. The Town of Winterville Sanitary Sewer Pump Station Rehabilitation 2020 project will increase
the capacity of the pumps at the Chapman Street and Church Street Pump Stations but will not generate any
additional wastewater. The abandonment of the Winterville Crossing Pump Station will divert
approximately 50,000 GPD from the Chapman Street Pump Station to the Church Street Pump Station.

I am in receipt of your request for the Contentnea Metropolitan Sewerage District (CMSD) to accept the
wastewater generated from the above -mentioned rehabilitation project. It is understood that the
Impact to the WWTP will be zero (0) gpd as this project diverts wastewater flow into different "points of
entry" into the CMSD collection system and this project is not identifying any new sources of wastewater
to be generated.
I have provided the requested FfSE 10-18 forms and supporting documentation for my calculations.

I Charles M. Smithwick, Jr. certify to the best of my knowledge that the addition of
the volume of wastewater to he permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.
