This facility is responsible for conducting maintenance of waste containers and storage of new and used waste containers. Fueling and maintenance activities for facility equipment are also conducted on the property. File Review/History: Charlotte-Mecklenburg Storm Water Services (CMSWS)previously inspected this facility on April 13, 2018 to investigate a complaint concerning the improper dumping of trash on the property when it was owned and operated by RJ Waste &Recovery. Inspection Summary:At the time of inspection, Waste Connections was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. Please refer to the report for comments and recommendations. Site Inspection Deficiency Comments Stormwater system (catch basins, Satisfactory Stormwater conveys through the site via sheet flow into a inlets, outfalls, etc.) drop inlet. The drop inlet and other sheet flow from the site drains into a dry detention basin. The effluent from the detention basin is the outfall for the property. No stormwater pollution issues were observed. Erosion issues Satisfactory No erosion issues were observed during the inspection. Illicit discharges/connections Satisfactory No illicit discharges/connections were observed on the property during the inspection. Aboveground storage tank(s)(ASTs) Satisfactory The facility has the following ASTs that were observed to be and any associated venting and/or labeled and stored outdoors on the property: one 2,500-gallon dispenser(s)—list tank size(s)and on-road diesel fuel,one 600-gallon off-road diesel fuel,one contents 600-gallon gasoline, one 750-gallon hydraulic oil, one 500-gall on motor oil,one 500-gallon used oil, one 330-gallon antifreeze, and one 330-gallon diesel exhaust fluid. Each of the ASTs has double-walled secondary containment. No stormwater pollution issues were observed. Per facility staff, vehicle washing activities are conducted in the wash bay located at the Waste Connections property at 5516 Rozzelles Ferry Road, Charlotte. No stormwater pollution issues were observed. Oil/water separator and/or N/A pretreatment Waste storage/disposal area(s)- Recommendation There is one municipal waste container, one scrap metal open tops,waste containers, scrap container, and one container for used pallets.The waste and metal bins, etc. recycling containers were observed to be uncovered. CMSWS recommends covering the containers when not in use to prevent stormwater pollution. Food service area(s) N/A Indoor material storage area(s) Satisfactory Shop materials, supplies, and several 55-gallon drums were observed to be stored indoors.
