This was my original complaint that was dictated by Jerry Eplin.
Issue Number 2: Mr. Meadows owns property Pin Number 4678 47 9350. The referenced property has a
significant ditch line north of the property that begins at an upgradient property. Mr. Meadows indicated that he
believes the upstream property may be an unpermitted landfill, and that when it rains, the water in the ditch has an oily
sheen. Mr. Meadows would like to see this investigated, particularly since his property is downgradient. Kim and
Deborah, I am not sure if you guys are the correct contacts who would investigate this — if not, please forward the email
to the correct individuals and copy Mr. Meadows (underdownmeadows@windstream.net). Likewise, water resources
may be able to assist.
The below request were both made to Ms. Sue and Rebecca Saunders. Ms. Sauders said that the
TOM responsibility was only for the physical removal of the debris. My question again: What is the
protocol for containing or locating any contaminates, if any, at the site that may be below surface or
disturbed during the removal?

I forgot to forward this to the parties of interest.
I appreciate the actions of the DEQ in responding to my complaints. I hope this is a clarification of
what I am trying to learn in the process of the cleanup. Does it require the below questions to be
answered, if so, how will they be assured that no contaminates are activated or located below the
surface?

I appreciate the test of the water.
That is one of 2 concerns that I was questioning in the process of the site. I only stated that an oily
sheen could be seen in the water from the stream coming from the north. The word "petroleum" was
your choice of words.
After speaking to Rebecca Saunders, TOM Code Enforcement, she said there was lots of debris on
the property which contained barrels.
After speaking to Ms. Sue, she was supposed to have a cleanup plan from the SICDC to the TOM for
the "waste lot" that was termed by one of the SICDC staff on site when I met with them.
This initiated my concern that they knew something that I did not. They said they were going to leave
the site alone. That was not what I wanted to hear.
My concern is that when the site is cleaned of the debris, what is the process of the DEQ in assuring
that the below surface water table at the site is not contaminated.
Does this require test holes around the site? Since, the gully is very deep and old, I want to make
sure that the contaminates, if any, are controlled and tested in the right manner with a below surface
water table being uncontaminated. Also, when the site is disturbed that no residuals in the cleanup
that may disturb any contaminates are contained.
I appreciate the above ground test. Most of the time this "oily sheen" is only seen when active
rainwater.
My MAIN concern is that there is no below surface contaminates that has not been tested.

I am in the process of contacting the EPA in Atlanta for a follow up on the procedure that the process
is being conducted properly.
I am sure that the DEQ is doing everything to follow the rules and I am just concerned of the site
conditons that may have below surface contaminates. Not saying that there is contaminates but the
word "waste lot" concerns me and I am sure concerns you.
Please let me know if this is not your process in the cleanup.
