Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: I have property with Lake Royale property owners association in Louisburg, NC (Franklin County). The property address is 165 Winnebago Loop, Louisburg, NC. I cannot use the property at all until a driveway with concrete apron has been installed. I submitted the application with the POA but they are requesting that I obtain approval from the county or state since it will be within the 50' buffer from a stream. The front property line is on the curve of the street and the creek runs directly down the middle. There is no place to put a driveway that would be outside of the 50 foot buffer. The edge of the driveway will be 25' from the edge of the stream. The only solid surface installed would be the required concrete driveway apron. The rest of the driveway would be gravel, and only the beginning of the driveway would need to be in the 50' buffer. No clearing in the buffer needs to be done aside from some leveling. No trees will be removed within the buffer area. All areas will be replanted with natural grasses and trees. 3b. Due to the shape of my property (the front is very narrow), I cannot put a driveway in without a buffer authorization since there is a small runoff stream near the front of the property. The only disruption to the buffer will be a 12' x 40' concrete apron, some required leveling, and small portion of gravel for extending the driveway through the outside of the buffer. D. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. Silt fence will be used during construciton phase. Concrete will only be used where to meet the minimum requirements of the HOA, grave will be used for remaining portions of the driveway, and native plants and grasses will be planted along driveway to slow down and filter any runoff. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. 36" Silt fence and posts spaced 9 feet apart with 6"x6" anchor trench, burying the fabric with backfill to prevent any particles suspended in water from leaving the construction site. 2.
