Wooten Corporation Wastewater Spray Irrigation System ` Permit No: WQ0004438 CD Craven County w t c= Dear Mr. Vick: On January30, 2004, the Division of Water Quality issued Permit. No. WQ0004438 to S.T. Wooten Corporation for the continued operation of a 450 GPD wastewater treatment and spray irrigation system. The Aquifer Protection Section of the Division of Water Quality (DWQ) is charged with ensuring that the subject facility maintains compliance with permit conditions and applicable regulatory requirements. On December 29, 2004, a facility inspection and records review was conducted by Phil Peaks of the WaRO. During the inspection, it was noted that operational records revealed wastewater application rates to the spray fields in excess of the permitted 450 GPD. The facility was found to be Non -Compliant with ` J permit WQ0004438 for the following: SECTION II, ITEM 7.OPERATION AND MAINTENANCE REQUIREMENTS VIOLATION: • The application rate shall not exceed 0.023 GPD/square foot or 0.1 inches per hour. Calculated application rates were based on operational records which included irrigation pump run times and pump discharge design ratings in GPM. Routine operation allowed for up to one hour of irrigation time which calculates to an application rate of up to 912 GPD. The daily wastewater application rates should be immediately brought back within permit specifications of 450 GPD or less. Pump run times should not exceed thirty minutes based on calculated application rates. The overall condition of the facility was good. Daily operations records were present and met permit requirements. ORC George Callison was most helpful during the inspection process.
