While I understand that a no -rise situation is required, DWR requires that: "Culverts shall be designed and installed in such a manner that the original stream profiles are not altered and allow for aquatic life movement during low flows. The dimension, pattern, and profile of the stream above and below a pipe or culvert shall not be modified by widening the stream channel or by reducing the depth of the stream in connection with the construction activity. The width, height, and gradient of a proposed culvert shall be such as to pass the average historical low flow and spring flow without adversely altering flow velocity. If the width of the culvert is wider than the stream channel, the culvert shall include multiple boxes/pipes, baffles, benches and/or sills to maintain the natural width of the stream channel. If multiple culverts/pipes/barrels are used, low flows shall be accommodated in one culvert/pipe and additional culverts/pipes shall be installed such that they receive only flows above bankfull." That is standard language in all of our General and Individual Certifications. The design must address the no -rise in such a way that the base flow remains the same dimensions/width. In addition, your response does not indicate how baseflow width will be maintained through the riprap apron at the culvert outlet. Please provide a design that meets this requirement. The Division will consider this project on hold until receipt of a response. Please copy by Amie and I on the response. Amie, Please see the attached revised stream impact exhibit from the civil engineer. The box culvert detail is included on the plan. I think the Old Castle term "split" refers to the fact that the box culvert is two separate precast pieces. These two pieces get connected when installed on site. Only one box culvert will be installed. The only area where the stream will be widened has been included in the stream impacts. This section is located at the inlet of the box culvert. The widening is necessary due to development parameters dictated by the City of Charlotte. The development of the site is not allowed to cause a rise in the water surface/flood elevation at the property line during the 100-year storm event. The inlet of the box culvert is only about 30' from the upstream property line. To achieve the no rise at the property line, the stream had to be widened to allow for slightly more storage on our project side of the property line. Please provide the information requested below within 30 days of this email. The Division will consider the application to be "on hold" until receipt of a complete response. 1. Your ePCN has a map of the features over the site plan and it states that the "proposed 2' x 10' box culvert detail can be seen on Sheet C-512". However, this sheet was not included in your application. Can you provide me with the culvert and retaining wall details. 2. Provide a description that ensures there will be no over widening of the stream. If you can please show in your culvert/retaining wall details.
