It appears that all areas received at least two and a half inches of rain. These rains were received over a short period of time and resulted in flash flood warnings for most of that night. NCDOT spent all day Friday (8-7-15) with inspectors and contractors trying to assess damages and identify jurisdictional areas that were impacted by the heavy rains. Even by noon on Friday, some areas were still totally submerged. Fortunately, phone calls and reports from other major projects in other parts of Guilford County indicated no major issues on those projects. Therefore, Friday was spent riding through the major projects in Northern Guilford county and addressing the areas most severely affected and in most need of repair. Repairs commenced immediately and continued through the week-end. The projects I rode were U-2309 (US 220), U-2524C (Battleground Ave. to Bryan Blvd), R-2413 and I-5110. I asked engineers and inspectors at all of the sites to take pictures and document all actions taken at the sites. We should be able to supply you with pictures in the next few days. You have already received an e-mail from Robby Hoffman addressing the issues on R-2413 and I-5110 and our course of action, so following is a list of issues found on the remaining projects. U-2309 (US 220) North of Permit Site 3 Turbidity curtain was over topped and below the surface level of the lake, apparently due to the weight of sediment on the bottom of the curtain which resulted from the berm washing out and depositing. NCDOT plans to repair the berm line and remove enough sediment from turbidity curtain to restore to proper function. Permit Site 3 Berm washout resulted in compromised silt fence at toe of slope from heavy silt. NCDOT began repairing berm and removing sediment. Silt fence will be replaced. Will assess wetland area adjacent to fence after repair is complete. Site across from Veterinarian's office near Site 4 Silt fence was overwhelmed which allowed silt to deposit in upland area adjacent to a wetland. Contractors instructed to remove sediment from to keep from eventually washing into wetland area. Site 7 Repair and replace slit fence after removing sediment next to silt fence. Fence held well enough to block sediment from stream. There were no impacts in jurisdictional areas. Also recommended wrapping exposed area with fabric. 2 U-2524C (Outer Loop Battleground to Bryan Blvd) Site 9 Wetland received sediment. Recommended removing by hand. Nearby stream at that area not impacted. Site 9 further upstream Site received 57 stone and sediment which over washed from fence when slope drain failed. Recommended using flat edge shovel to skim 57 stone from stream bed and to remove excess sediment from non-vegetated areas of stream. Also recommended seed and mulching bare areas next to stream. Site 8 Sediment in stream at outlet end of culvert. Sediment appeared to come from adjacent properties, as well as, NCDOT project. Would like DWR to visit to help determine course of action.
