Please find responses to the items requested by the North Carolina Department of Environmental
Quality (DEQ) Division of Water Resources (DWR) in an Additional Information Request letter dated
July 19, 2023. This request is associated with the South Carter Industrial Site (DWR # 20230198)
located in Lee County, NC.
Comments below from the DEQ (in blue) with responses (in black):
1) The following items to document that the project will not cause degradation of downstream surface
waters:
i. A discussion on how the project will not cause degradation of downstream surface waters when
considering both the water quality and the volume/ velocity of the increased flows to the current
size/condition of the receiving stream.
The project will utilize vegetated ditches that will terminate at energy dissipation devices for the
collection and discharge of stormwater. The ditches and outlet structures have been designed to
minimize erosive forces by ensuring a diffuse laminar flow to receiving water. The vegetated
ditches will allow for sediment and nutrient attenuation while stormwater transports to the outlet
structures.
ii. Delineation of each drainage area and accompanying calculations to show that flows from every
discharge point will be non -erosive to both the land surface and the receiving surface water during
peak flow from the 10-year storm event. You may refer to the guidelines from DEMLR -
Sedimentation and Erosion Control to determine an appropriate non -erosive velocity. The
permissible velocities for erosion protection are under Appendix 8.05 (i.e. Chapter 8).

calculations are included as Attachment 2: Stormwater Report.
iii. Calculations to demonstrate that for any discharge points proposed to increase flow rate and
volume, the structural stability and the water quality of the receiving surface water will not be
compromised.

1. PLANS AND DESIGN FOR DITCHES AND OUTFALL PROTECTION SHOWN ARE FOR STREAM
IMPACT PERMITTING ONLY. FULL SITE -CIVIL DESIGN TO BE PERMITTED SEPARATELY.
2. TOPOGRAPHICAL INFORMATION OUTSIDE OF PROPERTY/SURVEY LIMITS IS FROM NC ONE MAP
DOWNLOADED 09/05/2023.
3. CONTRACTOR SHALL CALL "NORTH CAROLINA ONE CALL" 811 AT LEAST 3 DAYS PRIOR TO
DIGGING TO HAVE EXISTING UTILITIES LOCATED. REPORT ANY DISCREPANCIES TO THE
ENGINEER.
4. CONTRACTOR TO COORDINATE ACTIVITIES WITH UTILITY COMPANIES INVOLVED IN ANY
RELATED RELOCATION (I.E. POWER POLES, TELEPHONE PEDESTALS, WATER METERS, ETC.).

12. ALL HANDICAP PARKING SPACES AND STRIPED ACCESSIBILITY AISLES ARE TO HAVE NO MORE
THAN A 1:50 (2.0%) SLOPE IN ALL DIRECTIONS. ALL SIDEWALKS ARE TO HAVE NO MORE THAN A
1:20 (5.0%) SLOPE FOR THE LENGTH OF THE SIDEWALK AND NO MORE THAN A 1:50 (2.0%) SLOPE

14. EXISTING VEGETATION WITHIN TREE PROTECTIVE AREAS SHALL REMAIN UNDISTURBED UNLESS

Existing Conditions Description
The proposed Industrial Park project is located on NC Highway 87 S. Sanford, NC. The parcel identification
numbers are as follows:

The site consists of approximately 140.37 acres of vacant and agricultural land. Jurisdictional streams and
wetlands are located throughout the site. The predominant existing soils are as follows:
Chewacla silt loam, 0 to 2 percent slopes, frequently flooded "Ch" (Hydraulic Soil Group B/D)
Nanford silt loam, 2 to 8 percent slopes "NaB" (Hydraulic Soil Group B)
Nanford silt loam, 8 to 15 percent slopes "NaD" (Hydraulic Soil Group B)
Tarrus silt loam, 8 to 15 percent slopes "TaB" (Hydraulic Soil Group B)
Tarrus silt loam, 8 to 15 percent slopes "TaD" (Hydraulic Soil Group B)
Tillery fine sandy loam, 1 to 4 percent slopes, rarely flooded "ToB" (Hydrauli Soil Group C)
Majority of the site drains to the south or east and drains to the Upper Little River. The surface water
classification is B and part of the Cape Fear River Basin. FIRM Panel 3710966000J, effective date 09/06/2006,
indicates the site lies within Special Flood Hazard Areas Zone X.
Proposed Stormwater Management Summary
Proposed Conditions
Post development runoff from the proposed road will drain to ditches on either side of the road section either
along the top of new fill slopes or along the bottom of the proposed slopes as shown on the plans. These
ditches will drain to existing streams or wetlands at proposed points of crossing. Ditches that drain upstream of
the proposed road will be accounted for with new culvert design. Ditches that drain downstream of the
proposed road will drain to wetland or stream extents or top of bank. All ditch outlets will be protected using
riprap dissipator pads. Additional site improvements to be designed and permitted separately.

Calculation Methodology
Ditch drainage areas were delineated utilizing existing topographic survey and GIS topographic data from NC
One Map. Runoff volumes were calculated utilizing the rational method. Rational C factor of 0.95 was utilized
for existing and proposed impervious surfaces. Rational C factor of 0.25 was utilized for managed pervious.
Existing drainage conditions include some wooded areas within the project area that will eventually be
removed with proposed industrial development. Design utilized 10 year, 5 min NOAA intensity of 7.84 in/hr.
Ditch calculations enclosed withing this report were utilized to determine required cross section, liner
specifications for anticipated shear stress and rip -rap dissipator sizing.

Map Unit Descriptions
The map units delineated on the detailed soil maps in a soil survey represent the
soils or miscellaneous areas in the survey area. The map unit descriptions, along
with the maps, can be used to determine the composition and properties of a unit.
A map unit delineation on a soil map represents an area dominated by one or more
major kinds of soil or miscellaneous areas. A map unit is identified and named
according to the taxonomic classification of the dominant soils. Within a taxonomic
class there are precisely defined limits for the properties of the soils. On the
landscape, however, the soils are natural phenomena, and they have the
characteristic variability of all natural phenomena. Thus, the range of some
observed properties may extend beyond the limits defined for a taxonomic class.
Areas of soils of a single taxonomic class rarely, if ever, can be mapped without
including areas of other taxonomic classes. Consequently, every map unit is made
up of the soils or miscellaneous areas for which it is named and some minor
components that belong to taxonomic classes other than those of the major soils.
Most minor soils have properties similar to those of the dominant soil or soils in the
map unit, and thus they do not affect use and management. These are called
noncontrasting, or similar, components. They may or may not be mentioned in a
particular map unit description. Other minor components, however, have properties
and behavioral characteristics divergent enough to affect use or to require different
management. These are called contrasting, or dissimilar, components. They
generally are in small areas and could not be mapped separately because of the
scale used. Some small areas of strongly contrasting soils or miscellaneous areas
are identified by a special symbol on the maps. If included in the database for a
given area, the contrasting minor components are identified in the map unit
descriptions along with some characteristics of each. A few areas of minor
components may not have been observed, and consequently they are not
