Hi everyone,
Please refer to the attached renewal request along with the links below for
attachments regarding the permit file materials associated with a renewal request for
an expired CAMA major permit. DCM has determined this project does not qualify for
a renewal under CRC rule 15A NCAC 07J.0404(b) and therefore cannot be renewed
unless circulated to resource agencies to provide comment on any changes in
circumstances or site conditions, or changes in your agency's rules or
development standards that warrant a new application and CAMA major permit
review.
Therefore, DCM is requesting that your agency review the above materials and
provide comment within 21 days of receipt of this email on any changes in site
conditions or rules that would prohibit DCM from issuing a permit renewal. If no reply
is provided within 21 days of receipt, then DCM will consider this as a NO
COMMENT from your agency.

Subject: Post Hurricane Florence Dune Restoration Permit Extension

The Town of Surf City is formally requesting an extension of the Surf City Beach Bulldozing
Permit 190-05 issued on October 28, 2019, for the purpose of post -storm dune reconstruction. This
additional two-year permit includes:
a. Major Development in an Area of Environmental Concern pursuant to NCGS 113A-118
b. Excavation and/or filling pursuant to NCGS 113-229
The post -Florence emergency berm project has been completed. There has been no change in plans since
the original permit issuance and no change in ownership. Additionally, if the permit is renewed, any future
work will be conducted in compliance within the scope of the original permit and in accordance with permit
conditions.
The permit modification is requested to encompass the entirety of the Surf City oceanfront dune system,
which will be shown on a map provided.

Applicant: Town of Surf City Permit No: 190-05
Project Location: Oceanfront shoreline of Surf City, Pender/Onslow Counties.
DCM has determined this project does not qualify for a renewal under CRC rule 15A NCAC 07J.0404(b).
CRC rule 15A NCAC 07J.0404(c) allows the Division of Coastal Management to circulate the request to
commenting state agencies to determine if any changes in circumstances or in development
standards require a new application and CAMA major permit review. DCM is not aware of any
proposed changes to the previously authorized project.
Please indicate below your agency's position or viewpoint on the proposed renewal request and return
this form to Heather Coats at the address above by September 29, 2023. If you have any
questions regarding the proposed project, contact Heather Coats at [phone]. When appropriate,
in-depth comments with supporting data is requested.
