The sewer flow reduction approval letter you included, dated Fe r 3 1 �hr t S grants approval for use of 190 gpd per dwelling unit for single to all of the Charlotte Water (CW) wastewater treatment facilities. This project proposes to serve existing homes located on Mountain Island Lake, not previously served by CW nor developed under their standards. Please verify that the homes to be served by this project have been evaluated and the 190 gpd / DU design sewer flow rate is appropriate or provide a revised design sewer flowrate. USE and supporting documentation has been revised to show 190 GPD. The existing low pressure sewer which this project ties into was permitted at 190 GPD under CLTWater's standards. CLTWater evaluated the flows in these areas, and 190 GPD has been shown to work. The permit application for this LPSS project requests approval of 1,710 gpd based on the 190 gpd/ dwelling unit / lot @ 9 lots, each with an existing single family dwelling unit. However, in reviewing supplemental documents, engineering plans and specs included in this application package, there are references to 10 lots to be served by this LPSS extension and differing flowrates such as 2,400 gpd. Please address the inconsistencies listed below in the application package and provide revised documents, to reflect the correct number of lots to be served and the associated correct flowrate. FTSE and information provided by CLTWater for this project has been revised to reflect the 9 lots at 190 GPD. The original USE provided accounted for a lot that already has a low pressure service that was provided in a previous extension. The daily flowrate was revised to 190 GPD on all supplemental documentation as approved in the sewer flow reduction letter. - The topo map and the vicinity map and the engineering plans in the application package indicate 10 lots are to be served including lot A23. The LP Lot summary tables shown on the engineering plan sheets 3 of 6 and 4 of 6 only total 9 lots to be served with lot A23 not included in the table on sheet 4 of 6. • Lot A23 has already been served with low pressure as part of a previous extension. Vicinity and topo map has been revised to remove A23. - The flow acceptance letter from Charlotte Water dated 5/2/23 indicates 10 lots to be served at 240 gpd per dwelling unit or lot. • FTSE and flow acceptance letter was revised by CLTWater to show 9 lots at 190 GPD to match plans. - Appendix #3 that is included in both the LPS Detailed Specs and LPS/CW Customer Info. Booklets indicate 9 lots to be served. • 9 lots is correct in the plans. - Modeling information must be clarified to indicate 9 or 10 lots to be served. Also, the modeling information indicates a C factor of 140 being used. While an "initial installation" C factor of 140 is acceptable, an "end of service" C factor of 120 is also required for evaluation. • Per the attached email with Jason Jarrett and Jason Marshall, you stated that the 120 vs. 140 C factor would not be an issue in holding up plan review/approvals. A C factor of 140 has been used in all CLTWater low pressure extensions. The Flow Tracking for Sewer Extension application (FTSE) indicates on line I.f. a flowrate of 2,400 gpd and in column II.(C) "Obligated, Not Yet Tributary Daily Flow, MGD" of 2,700 GPD for the Mountain Isle Sewer Pump Station. Please clarify. • USE has been revised by CLTWater to reflect the plans. The FTSE Planning Assessment Addendum dated 5/2/2023 page 3 of 6 refers to a substantial completion date of March 2023 for the Paw Creek SPS to be upgraded to a firm pumping capacity of 20 MGD, which would eliminate the negative "Available Capacity" issue for the Paw Creek Pump Station on page 1 of 6 of the FTSE. Since this date is in the past, please clarify and revise the USE as appropriate. • Dates have been revised per updated construction schedule Specs page XVIII-1 paragraph (A)(1) states pumps TDH not to exceed 100 feet. Modeling results in Design Calculations and other tables in the supporting documents indicate all the proposed lots to be served require pump TDH greater than 100 feet and up to 159.5 feet. Please clarify. • The 100' maximum TDH is an outdated specification. A majority of grinder pumps used around the lake have pump head capabilities over 200', and are needed in areas with significant elevation changes to the nearest gravity main. CLTWater understands this, and does not have an issue with pumps over 100 TDH. They are also finalizing revisions to their current LPSS manual to state "Hydraulic Calculations shall demonstrate pumps selected are capable of meeting TDH conditions at any proposed or potential grinder pump location". See attached email from CLTWater stating no issue with over 100' TDH. There is no Duke Energy Power Outage information for the location of the proposed project provided to support the power reliability storage information in Appendix #2 • Per Section VII. (5), Duke Power Outage history is not required when providing 24 hour storage above the pump on elevation. Since there is 24 hour storage in the wetwell with 12" of freeboard, we have never been required to provide power outage history. A response to the above comments is considered required in order to proceed with the review of the application and issuance of the permit. If a complete response is not received within 30 days, the application and supporting documents will be returned to you in accordance with 15A NCAC 02T.0107(e)(2). The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for 16 % and 1.119 MGD of the Available Capacity (E) in Pump Station Long Creek and Paw Creek ; and that b. The following applies: Paw Creek Pump Station Improvements - 2025 Charlotte Water's Capital Improvement Plan has allocated funds for improvements to the Paw Creek Pump Station Improvements and a new Stowe Regional Water Resource Recovery Facility ("Stowe Regional"). The design plan is for Stowe Regional to use the Long Creek Pump Station (LCPS) to house the second stage pumps of its influent pump station. In the short tens, LCPS will also continue to house pumps which export flow to Paw Creek PS ("Paw Creek export pumps"). Currently LCPS has 8 MGD of export capacity, which will be increased to 12 MGD (firm) by the 2nd quarter of 2024. Stowe Regional is under design and expected to come online in early 2026. Before Stowe Regional is brought online, a new headworks and Influent Pumping Station building will be constructed adjacent to the LCPS, which will house the first stage influent pumps for Stowe and be the Paw Creek export pumps. Currently, Long Creek and Paw Creek operate as a combined system with the Long Creek pump station able to transfer flows to flow equalization tanks during peak flow events and then meter out flow to Paw Creek as conditions allow. Paw Creek Pump Station was awarded a permit on 8/27/2020 to increase firm pumping capacity to 20 MGD. Construction on this project has begun, and this project is anticipated to be substantially complete March 2025. The Force Main replacement project has been completed. Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the system infrastructure. I understand that this does not relieve the collection system owner from complying with G.S. 143- 215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal system. Please find the NCDEQ_FTSE document attached Charlotte Water (CLTWater) agrees to furnish water to the subject project. The water quality to the subject project is regulated by the State Drinking Water Act Amendments of 1986 and The Water Supply Management Plan, PWS ID # 0160010 on file with the Public Water Supply Section of NCDEQ. However, CLTWater cannot guarantee a constant pressure or quality of flow. The applicant should understand that due to the involvement of other agencies and continuing growth of the water and sewer system, the ability to provide service for future projects cannot be guaranteed nor reserved. Connection to the CLTWater and sewer system is accepted on a first come, first served basis. The applicant should understand that this letter is not authorization to construct or extend private water or sewer systems, as the appropriate local or State permits are required prior to construction. If the appropriate authorization to construct permits are not obtained and construction has not started within two (2) years of issuance of this flow acceptance, and payment for any service connections have not been received within two (2) years of issuance of this flow acceptance letter, this flow acceptance approval shall be rescinded, and a new flow acceptance request must be made. We have not had any luck at the Division so far in finding an approval letter from DEQ to Charlotte Water (CMUD at the time in 1995) for approval the design manual and standard specifications for LPSS. The City ordinance you provided does demonstrate the manual and specifications were anticipated for approval, but does not confirm the same. I understand CW has a long history and precedent for using only a C factor of 140 for design of LPSS, but the Division's Guidance Design Criteria recommending a C of 120 for EOS pressure sewers has an equally long history. If we can satisfactorily resolve the other issues found during review of this subject project and the other projects from CW recently where the C factor has been questioned, we will move them forward for permitting and not let this issue alone delay them from proceeding. I understand from talking today with Zac (Lentz) copied above, that he will be the primary Division contact for review of the updated CW design manual and standard specifications once submitted for Division review. Good morning Dale, I hope you're doing well and had a nice weekend! Jason Marshall has been communicating with you regarding our similar LPSS comments that you provided on our projects. In response to your 120 "end of service" C factor comment, the existing LPSS systems that were previously permitted by DEQ, met the requirements and were permitted with various C factors between 130 —140. These C factors were utilized based on our Design Manual that has been approved by DEQ. Since the existing LPSS system that we'll be connecting to was previously permitted, utilizing higher C factors, a lower C factor for the new LPSS system may potentially not achieve 2 f/s. If we were modeling an entirely new LPSS system that was starting at the discharge gravity MH, it wouldn't necessarily be a concern to utilize a 120 C. In addition, the "end of service" 120 C factor appears to be intended for force mains associated with large singular pumps at our pump stations, and not necessarily LPSS systems with individual grinder pumps. We have not had any luck at the Division so far in finding an approval letter from DEQ to Charlotte Water (CMUD at the time in 1995) for approval the design manual and standard specifications for LPSS. The City ordinance you provided does demonstrate the manual and specifications were anticipated for approval, but does not confirm the same. I understand CW has a long history and precedent for using only a C factor of 140 for design of LPSS, but the Division's Guidance Design Criteria recommending a C of 120 for ECIS pressure sewers has an equally long history. If we can satisfactorily resolve the other issues found during review of this subject project and the other projects from CW recently where the C factor has been questioned, we will move them forward for permitting and not let this issue alone delay them from proceeding. I understand from talking today with Zac (Lentz) copied above, that he will be the primary Division contact for review of the updated CW design manual and standard specifications once submitted for Division review.
