Subject: Riparian Buffer Authorization Request
Hi Ms. Gantt,
I've had a chance to review the application you submitted for a Riparian Buffer Authorization for The Institute North's
outdoor gathering area, and I need a couple of things before I can process the application.
First, since you're listed as the agent, I will copy you on the Authorization, but I need to address it to the owner. Just for
clarification, is the person who signed the application, Austin Marshall, the owner? And if so, should his address be
listed as: National Institute of Minority Economic Development; 114 West Parrish St.; Durham, NO
Second, the only way I can see to permit this project within the Neuse Riparian Buffer Rules, is as "Allowable with
Exception" (Variance) and that requires mitigation for the impacts. Mitigation credits can be purchased from an
approved mitigation bank in NC. To get to this list, follow these steps:
-Google "Water Resources/NC DEQ"
-Click on "401 & Buffer Permitting Branch"
-Scroll down and click on "Nutrient Offset and Buffer Mitigation Program"
-Scroll down and click on highlighted "approved mitigation bank"
You'll need to get what's called a Statement of Availability (SOA) of credits for the following number of credits:
Zone 1— 233 sq. ft. impact X 3 = 699
Zone 2 — 710 sq. ft. impact X 1.5 = 1,065
Total credits needed — 699 + 1,065 = 1,764
