(Pilot) is pleased to submit this report of the wetland determination for the approximate 23.9-acre tract located at 894 Brentwood Park Lane in Rural Hall, Forsyth County, North Carolina. Background Wetlands are defined by the United States Army Corps of Engineers (USACE) and the United States Environmental Protection Agency (EPA) as "those areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and under normal circumstances, do support a prevalence of vegetation typically adapted for life in saturated soil conditions." In order for an area to be classified as wetland, hydrophytic vegetation, hydric soils, and wetland hydrology indicators must be present. Section 404 of the Clean Water Act (CWA) regulates the discharge of dredge and fill materials into waters of the United States (lakes, rivers, ponds, streams, etc.), including wetlands. Waters of the United States include the territorial seas, navigable coastal and inland lakes, rivers and streams, intermittent streams, and wetlands. The EPA and the USACE jointly administer the Section 404 program. Section 401 of the Clean Water Act grants each state the authority to approve, condition, or deny any Federal permits that could result in a discharge to State waters. Jurisdictional features include wetlands, open waters, ponds, lakes and perennial/intermittent streams. Jurisdictional features are regulated by the USACE and North Carolina Department of Environmental Quality-Division of Water Resources (NCDEQ-DWR). Permits are required prior to impacting any jurisdictional feature. The type of permit required is specific to the type, location and amount of impacts. Stormwater management plans and/or mitigation for proposed impacts could be a requirement of the permit approval process. Changes including, but not limited to, regulations, weather, timber/vegetation removal and usage/development of the site or nearby properties can alter the findings and opinions presented in this report. We recommend that this report only be used for preliminary planning purposes. A wetland delineation, followed by agency verifications and a survey of jurisdictional features are required to determine the exact extent and locations of jurisdictional features and are valid for a period of up to five years following issuance of a USACE Jurisdictional Determination (JD) and/or NCDEQ-DWR Site Determination Letter. Scope of Services Pilot was contracted to perform a wetland determination for the approximate 23.9-acre tract located at 894 Brentwood Park Lane in Rural Hall, Forsyth County, North Carolina. The site is identified on the Forsyth County Geographic Information System (GIS) as Parcel Identification Number (PIN) 6829-88-8773. The scope of services included a determination of jurisdictional features (streams, wetlands and other surface waters) on the site. The site boundary was not surveyed at the time of our field determination. Literature Review We reviewed the U.S. Geological Survey (USGS) Topographic Map, the U.S. Department of Agriculture (USDA) Soil Survey of Forsyth County, the U.S. Fish and Wildlife Service (USFWS) National Wetland Inventory(NWI) Map and the Federal Emergency Management Agency(FEMA) Flood Insurance Rate Map (FIRM). • The USGS Topographic Map(Drawing 1)depicts Trick-Urn Creek along the eastern site boundary. Other surface waters or wetlands are not depicted on the site. Drainage swales that could contain additional surface waters or wetlands are located on the site. Surface drainage across the site is to the east,towards Trick-Urn Creek. • The USDA Web Soil Survey of Forsyth County(Drawing 2) identifies the following mapping units on the site: Clifford sandy loam (CIB & CIC), Codorus loam (CoA), Fairview fine sandy loam (FaC, FaD & FaF) and Stott Knob fine sandy loam (StF). The Clifford series consists of well drained, moderately permeable soils that occur on hills and interfluves. The Codorus series consists of moderately well to somewhat poorly drained, moderately permeable soils that occur on nearly level floodplains. The Fairview series consists of well drained, moderately permeable soils that occur on hills, ridges and interfluves. The Stott Knob series consists of well drained, moderately permeable soils that occur on hills and ridges. The CoA soil mapping unit is identified on the Forsyth County Hydric Soils List. The other soil mapping units are not identified on the Forsyth County Hydric Soils List. 2 Wetland Determination Pilot Project 9584 May 31,2023 Pilot also reviewed the last published USDA Soil Survey of Forsyth County (Drawing 2A). The published soil map depicts Trick-Urn Creek along the eastern site boundary,generally consistent with the USGS Topographic Map. An additional stream is depicted on the eastern portion of the site. Other surface waters or wetlands are not depicted on the site. • The USFWS NWI Map (Drawing 3) depicts a linear freshwater forested/shrub wetland along the eastern site boundary, generally consistent with the location of Trick-Um Creek as depicted on the USGS Topographic Map. Other surface waters or wetlands are not depicted. • Pilot reviewed the FEMA FIRM (Drawing 4)for the site. The FEMA FIRM identifies the site in an area designated as Zone X, an area outside the 100-year and 500-year floodplains. Field Determination Pilot conducted the site visit on May 26, 2023. The site contains wooded land and an overgrown field. Portions of the site have been previously graded. We did not observe ponds on the site. Several streams are located on the eastern portion of the site. Three streams originate near the northern boundary, converge and flow east towards Trick-Um Creek, located along the eastern site boundary. The streams located on the site have evidence of an ordinary high-water mark, defined beds and banks, meanders and other stream characteristics. The majority of the streams contain moderate to strong flow and appear to be perennial. One small stream segment contained stagnant water in pools and areas with a dry stream bed and appear to be intermittent. Wetlands are located adjacent to several of the streams on the site. The wetlands are separated from surrounding uplands by topographic, vegetation and/or soil breaks. Drawing 5 shows the approximate locations of the streams (including our classifications) and wetlands on the site. The site has not been delineated and Drawing 5 is based on our field notes and is intended for preliminary planning purposes. Watershed Classification The site is located in the Roanoke River Basin. Trick-Um Creek and several unnamed tributaries are located on the site. The NCDEQ-DWR has classified Trick-Urn Creek as Class C waters. Consultation with the local planning authority is recommended to determine local buffer/stormwater set-back requirements for proposed development. 3 Wetland Determination Pilot Project 9584 May 31,2023 Summary Pilot has completed a stream/wetland determination on the site. The determination is based on our field observations and is subject to change during agency verifications.
