Comments on the application are offered to help conserve wildlife resources affected by the project and to promote wildlife - based recreation in accordance with applicable provisions of the state and federal Environmental Policy Acts (G.S. 113A-1through 113-10; 1 NCAC 25 and 42 U.S.C. 4332(2)(c), respectively), the Clean Water Act of 1977 (33 U.S.C. 466 et seq.), and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d). The project involves replacement of bridge 165 over Coffey Creek near Charlotte. The bridge will be replaced in the current roadway alignment. Most of the stream impacts are for temporary disturbance or rip rap bank protection. There will be considerable wetland fill, though this area appears highly altered by past utility work. The incorporation of rip -rap free benching under the bridge is appreciated as it should be of some benefit to wildlife moving along the creek corridor. Wildlife use of these "open" areas can be expected even in urban areas, and particularly near wetlands. Thank you for the opportunity to review this project.
