4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:
The project consists of a small City of Greensboro parcel at the northeast corner of Granite Street and Brice Street. A 56" arched pipe flows northeast under Brice Street carrying a
perennial UT to North Buffalo Creek. The outlet area has experienced severe erosion and is threatening the surrounding infrastructure including the adjacent sanitary sewer and the
roadway. The project area consists of maintained grasses and other weedy herbaceous plants and is located in a residential area of western Greensboro.

4h. Explain the purpose of the proposed project: *
The goal of this project is to provide bank stabilization and prevent damage to the adjacent roadway (Brice Street) and sanitary sewer line. This project also aims to reduce sediment load
to downstream waters through bank stabilization efforts. As per conversation with David Bailey, USACE, we request a waiver for the special aquatic sites provision of NWP13.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
Two rows of 2'x2'x4' boulders will be installed on a footer of Class A riprap and #57 stone along both streambanks to stabilize the erosion. Approximately 12 feet of streambank along the
left (western) bank will be stabilized while approximately 40 feet of the right (eastern) bank will be stabilized. The stream buffer area will be seeded with a piedmont riparian seed mix and
coir matting will be installed upslope of the boulder walls. Other areas within the site will be stabilized with turf seed. Typical earth moving equipment will be used including small
excavators, backhoes and pickup trucks. No indirect impacts are anticipated with the streambank stabilization.

Due to the urban nature of the watershed, the use of rock is required to provide long term stabilization. The amount and placement of rock was designed
to handle heavy storm flows while natural streambed material will remain.

Multiple construction techniques are proposed to avoid and minimize impacts on the project. All state and local erosion and sediment control procedures
will be followed. Site improvements will be installed in phases to minimize disturbed areas. Vehicles and equipment will be maintained to prevent
discharge.
