The cause of the violations is hydraulic overloading due to excessive flow from infiltration from heavy rain. Nearly 4 inches of rain fell in Morganton area on June 20'", with 5.4 inches recorded over 3 day period at POTW. Flash flood advisories and watches were issued for the Burke County. POTW filled all available peak storage during the beginning hours of high flows of 20 MOD spanning several hours. Once peak storage was filled, POTW was unable to maintain secondary sludge levels from the excess flow, causing, hydraulic overloading through the afternoon until the night once high flows subsided. NCDEQ was notified by email later in the week once lab results were concluded. Contractors concluded 24,370 feet of root control treatment for collections system in Jane but no major issues were found. Currently the City of Morganton Water Resources is conducting engineering studies of POTW & solids handling capacities and further investigations into infiltration is being discussed.
