Box 10429 Southport, North Carolina 28461 Dear Mr. Ratliff: NORTH CAROLINA Environmental Quality September 6, 2023 Subject: Draft NPDES Permit Permit NC0007064 Brunswick Steam Electric Plant Brunswick County Facility Class PC-1/WW-2 The Division of Water Resources is forwarding herewith the Final Permit for Brunswick Steam Electric Plant. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). The Final Permit contains the following significant changes from your Draft Permit: • Outfall 004 was removed from the permit because it was decommissioned and removed from service. • Outfall 010 treatment system description has been updated. The Final Permit maintains the following significant changes contained in the Draft Permit: The Division approved 316(b) report submitted by Duke and updated Section A. (9) accordingly. 2. Quarterly monitoring for Beta radioactivity was added to the permit due to the elevated level of this parameter reported on the Renewal Application (Outfall 001). The Division is unable to grant your request to remove Total Beta radioactivity monitoring since the value in application is above the State Standard and monitoring is necessary to determine if this is an isolated incident or persistent issue that must be addressed. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the office of Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless such a demand is made, this permit shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Resources or any other Federal, State, or Local governmental regulations.
