Subject: Industrial Facility Inspection
Argos Reames Rd. Concrete Plant
Dear Logan King:
On August 28, 2023, Kelly Hendrix and Michael Schley of Charlotte-Mecklenburg Storm
Water Services (CMSWS) conducted an inspection of the above referenced facility as a
requirement of the City of Charlotte's NPDES Permit,NCS000240,Part II, Section H. Inspection
authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of
inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water
Pollution Control Ordinance.
The inspection was also conducted as part of a cooperative working agreement between
Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) —
Division of Energy,Mineral and Land Resources(DEMLR). NCDEQ—DEMLR has been copied
on this report and made aware of the following observations regarding the facility's NPDES
stormwater permit:
1) Stormwater Pollution Prevention Plan (SWPPP)
A Stormwater Pollution Prevention Plan (SWPPP) has been developed, recorded, and
implemented. However, records of release from secondary containment and employee training
were not documented in the SWPPP. The facility should maintain these records in the SWPPP.
2) Qualitative Monitoring
Per facility staff, no stormwater or wastewater discharges from the property. A note of "No
Discharge"was not documented in the SWPPP and recorded on the Qualitative Monitoring Report.
The facility should note "No Discharge"in the SWPPP and on the Qualitative Monitoring Report
per the NCG140000 permit Part D-1(e)for monitoring periods when no discharges occur.
3)Analytical Monitoring
Per facility staff, no stormwater or wastewater discharges from the property, and "No Discharge"
DMRs have been submitted to the State during quarterly monitoring periods. A note of "No

Discharge" was not documented in the SWPPP. The facility should note "No Discharge" in the
SWPPP per the NCG140000 permit Part E-3(e)for monitoring periods when no discharges occur.

Facility Description:Argos Reames Road Concrete Plant is located at 11509 Reames Road on approximately 6.89
acres of property in Charlotte. Argos Reames Road Concrete Plant provides concrete and ready-mix materials across the
Southeast.
File Review/History:Argos Reames Road Concrete Plant,formerly known as Ready Mixed Concrete-Plant 100/Reame
s Road,was previously inspected by Charlotte-Mecklenburg Storm Water Services (CMSWS)on 11/5/2019, and the
report was issued as Unsatisfactory due to an illicit discharge. The reinspection conducted on 11/20/2019 was issued as
Satisfactory.
Inspection Summary: During the inspection,Argos Reames Road Concrete Plant was observed to be in compliance
with the City of Charlotte Storm Water Pollution Control Ordinance. Please reference the report for comments and
recommendations.
IKISPECTION
Site Inspection Deficiency Comments
Stormwater system (catch basins, Satisfactory Stormwater conveys via sheet flow across the site into a
inlets, outfalls, etc.) settling pit. Per facility staff,the facility does not discharge
stormwater or wastewater from the property. No stormwater
pollution issues were observed.
Erosion issues Satisfactory Erosion and vehicle track out was observed at the aggregate
piles, around the material storage area, and along the
entrance road to the facility. Please reference the"Outdoor
Material Storage"section of the report for recommendations.
Structural stormwater control Satisfactory A settling pit,which retains stormwater and wastewater on
measures(SCMs) the property,was observed onsite. Per facility staff, the water
is allowed to evaporate and excess material is removed and
recycled back into the facility's industrial process. No
stormwater pollution issues were observed.
Illicit discharges/connections Satisfactory No illicit discharges/connections were observed onsite during
the inspection.
Aboveground storage tank(s)(ASTs) Satisfactory ASTs were observed indoors and uncovered outdoors.A

Outdoor material storage area(s) Recommendation Aggregate material storage of sand, gravel, and crushed
concrete were observed to be kept uncovered outdoors in
individual bays.Aggregate material from the storage bays
was observed to be tracked by vehicles onto the interior
roads of the property. CMSWS recommends implementing
best management practices and good housekeeping storage
procedures to help protect water quality.
Outdoor processing area(s) Satisfactory Concrete production activities were observed to take place
outdoors. Process water is retained onsite in a settling pit.
No stormwater pollution issues were observed.
Loading/unloading area(s) Satisfactory Trucks are loaded and unloaded in designated areas onsite.

Vehicle/equipment area(s)-fueling, Satisfactory Equipment washing is conducted in a designated area,which
maintenance,washing, storage, etc. drains to the facility's settling pit. Per facility staff, no vehicle
maintenance or fueling occurs onsite; however, diesel
exhaust fluid is added to the trucks onsite. Vehicles and
equipment were observed to be stored outdoors. No
stormwater pollution issues were observed.

Waste storage/disposal area(s)- Recommendation Pallets and scrap metal were observed to be kept uncovered
open tops,waste containers, scrap outdoors. One municipal waste container was observed
metal bins, etc. outdoors. Rain flaps were not observed to be in place.
CMSWS recommends all outdoor waste containers be
covered to prevent stormwater exposure.

observed to be stored indoors. No stormwater pollution
