Dear Mr. Hartshorn:
Wildlands Engineering, Inc. (Wildlands) has reviewed the Division of Water Resources (DWR) comments
dated August 22nd, 2023 regarding the Rosewood Mitigation Bank Parcel As‐Built Report. The following
letter documents DWR feedback and Wildlands’ corresponding responses.
The DWR comments are listed below in bold, while Wildlands’ responses are noted in italics lettering.
1. I could not confirm where deductions for diffuse flow vs. other non‐credit areas were
occurring based off of information given in Section 4 and the figures and survey. Please
describe what features and how much deduction is taking place for diffuse flow.
The diffuse flow deduction applies to D2, D4, D5, and D6. A total of 10,805 square feet are
therefore being deducted from the creditable area. The total of 10,875 submitted within the
draft As‐Built Report was incorrect and has been updated within the project credit table. Thank
you for bringing this to our attention.
2. On Figure 3 the stream and ditch layers are covering up the CE, please edit to be able to show
all of the easement boundary.
Figure 3 has been updated so that the conservation easement boundary is visible in its entirety.
3. On Figure 3 and 4: Please separate out the widths like it is labeled on the survey and credit
release table (i.e. 0‐100 nutrient offset, 101‐200 nutrient offset).
Figures 3 and 4 have been updated so that credit types are separated by widths.
4. On Figure 3 and 4: Please differentiate between diffuse flow non‐credit and other non‐credit
area (such as the utility corridor) with the sq ft so we can confirm the correct diffuse flow
amount vs. other non‐credit area (i.e. where is the 10,875 sq ft coming from)
Figures 3 and 4 have been updated to reflect the square footage of diffuse flow deduction areas
and other not for credit areas.
