D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a Specifically describe measures taken to avoid or minimize the proposed Impacts in designing protect
The City has required the applicant to extend the existing South Side Drive to the edge of the riparian buffer and
install a turnaround A junction box was designed at the road stub to carry the design storm over to a level
spreader located outside of the future right of way However, a stormwater channel was required to safely carry
runoff from greater than design storm events to the stream IF South Side Drive is ever connected across the
stream in the future, this will allow for a relatively easy conversion to a pipe and still maintain the level spreader
outside of the right of way
1b Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques
The City of Raleigh will issue a land disturbance permit for the subdivision to include erosion and sediment control
measures
