Comment #1— Provide a wetland delineation report for the site. Response #1 — [To be answered by the Environmental Consultant] Comment #2 — Provide copies ofthe D" Stream ID Forms completed Response #2 — [To be answered by the Environmental Consultant] Comment Zj —On the PCNpage 3, section 6b lists two project phases. Depict both Phases on the Grading Plan provided on page 20. Response #3 — The area that was previously permitted and is completed (or under final construction) is shown on the new Sheet C3.0. Comment #4 — Based on the Grading Plan, it appears stream impacts 1 and 2 could both be avoided by adjusting the construction access to this area offRenee Ford Road. Discuss why this alternative access route is not feasible for development of the project. Response #4 — There are existing homes on the surrounding properties with families living in them. Therefore, the access to Lots 8, 9, and 10 will remain as currently proposed — to avoid crossing the occupied, permitted, and completed properties. Jones Civil Design, P.C. I Responses to Comments I Lake Glenn Subdivision Page 1 Comment L5 — Glenn Lake Photos- the photo log locations should he depicted on the surface waters and wetlands map (PCNpage 12). Response #5 — [To be answered by the Environmental Consultant] Comment #6— The project is stated to he low density at less than 249,65. Is this applrcahle to the entire common "plan ofdevelopment, Phase 1 and 2, or just Phase 2? Impervious area should he calculated for the entire development, including roadway, not just a single phase as this is a `common "plan of development. Only Phase 2 plan has been submitted. Response #6 — A table of data has been provided on the attached, new Sheet C3.0. This table shows the impervious percent — which is well within the range of low -density. Comment #7 — Under Stormwater Management Plan (2c), please provide details as to how project qual-ifies for low density. What is the total project acreage, proposed roadway impervious area, lot impervious restrictions, etc. Response #7 — The total acreage, impervious area, and percentage/density is shown on the new Sheet C3.0 Comment #8 — If the project does qualify for low density with no stormwater requirements, how is that going to he ensured in the future? Restrictions should he placed on the individual lots for a maximum allowahle -impervious area. Response #8 — Restrictions will not be placed on the individual Lots. Any future development on each Lot will require permits (under the Laws of North Carolina). At that time, the State will have the opportunity to review change in impervious area, if any. Note: while there are inumerable "what if' scenarios for every project, the Agency should review the plans as submitted in their current form. There is no plan for future development at this time. If such development occurs in the future, then the appropriate permits (and necessary restrictions) will be applied at that time. Furthermore, while these homes are being built in quick succession, this project is not a "common" subdivision. Rather, these homes are being built on individually deeded Lots in a rural area. Thus, there will be no H.O.A., no covenants, and no restrictions on these Lots. Nonetheless, a "Phase" line has been shown on the revised plans. The "1" Phase" line denotes which homes were previously built and already covered by an active NCGO1 permit. (Those homes did not require 401/404 permitting.) Then, the "2°d Phase" line shows the area being reviewed with this current application. After reviewing these responses, please advise if you have questions or require additional information.
