Ryan, good afternoon and hope you are well. Below are your comments with my responses in italics. Comments #3, #4, #6, #7, and #8 have been addressed by the project engineer in the attached letter. Also attached is the revised Sheet C3.0 from the site / civil plans as referenced by the project engineer. Further, the 404 permit has already been issued by the Army Corps and is also attached. Feel free to give me a call (704.773.4239) if you have any questions or would like to discuss further. Best regards, 1. Provide a wetland delineation report for the site. A Pre -Construction Notification for use of NWP 18 and General Certification 4249 does not require a wetland delineation report in order to be considered complete. Only a delineation of Waters of US, which was included in the original submittal (Figure 1), is required. 2. Provide copies of the DWR Stream ID Forms completed. The applicant is not requesting concurrence of stream flow regime by DWR. Therefore, DWR Stream ID Forms were not completed for the purpose of this submittal. 3. On the PCN page 3, section 6b lists two project phases. Depict both Phases on the Grading Plan provided on page 20. Comment #3 addressed by the project engineer in the attached letter. 4. Based on the Grading Plan, it appears stream impacts 1 and 2 could both be avoided by adjusting the construction access to this area off Renee Ford Road. Discuss why this alternative access route is not feasible for development of the project. Comment #4 addressed by the project engineer in the attached letter. 5. Glenn Lake Photos- the photo log locations should be depicted on the surface waters and wetlands map (PCN page 12). It is not customary for W&W, Inc. to provide photo log locations on our figure depicting surface waters and wetlands. Each one of our site photographs contains the location coordinates (latitude/longitude) of the specific photograph. Further, it is not a requirement by the Wilmington District of the USACE for a delineation map to include photo locations. For the purpose of the review of this project, the photo locations have been included in a figure that also depicts the surface waters, attached here. 6. The project is stated to be low density at less than 24%. Is this applicable to the entire "common" plan of development, Phase 1 and 2, or just Phase 2? Impervious area should be calculated for the entire development, including roadway, not just a single phase as this is a "common" plan of development. Only Phase 2 plan has been submitted. Comment #6 addressed by the project engineer in the attached letter. 7. Under Stormwater Management Plan (2c), please provide details as to how project qualifies for low density. What is the total project acreage, proposed roadway impervious area, lot impervious restrictions, etc. Comment #7 addressed by the project engineer in the attached letter. 8. If the project does qualify for low density with no stormwater requirements, how is that going to be ensured in the future? Restrictions should be placed on the individual lots for a maximum allowable impervious area. Comment #8 addressed by the project engineer in the attached letter.
