The proposed work is being performed in accordance with the June 4; 1999 Record of Decision between the United States Environmental Protection Agency, North Carolina Department of Environment and Natural Resources, and Syngenta Crop Protection, LLC. Per N.C.G.S. 130A.310 -(e), "For any removal. or remedial. action conducted entirely on -site under this Part, to the extent that a permit would .not be required under 42 U.S.C. § 9621(e) for a removal or remedial action conducted entirely on -site under CERCLA/SARA, the Secretary may grant a waiver from any State law or rule that requires that an environmental permit be obtained from the Department." Per this statute, Syngenta Crop Protection, LLC would like to obtain a Letter of Consent to Inject for this pilot study/clean-up rather than a Class 5I UIC Permit. I concur with_this request. NOTE: The selected monitoring wells must be- located so as to detect any movement of injection fluids, process by- products, or formation ,fluids outside the injection area or zone. The monitoring parameters should include the target contaminants as well as secondary or intermediate contaminants which may result from the injection and other parameters which; may serve to indicate the progress of the intended reactions, such as pH, ORP, dissolved oxygen, and other electron acceptors and donors. The monitoring schedule should be consistent with the pace of the anticipated reactions and rate of transport of the injectants and contaminants. G. Such data shall include a description of each well's use (water supply, monitoring; etc), total depth, screened or open borehole depth interval, and well construction -or abandonment record, if available. Pesticide Dumps, 2011 Annual Report MOO RE COUNTY; NORTH CAROLINA f UIC Permit Application Attachment Dye Tracer Study Aberdeen Pesticide Dumps Site - McIver Site March 28, 2012 Site History The McIver Site received material from a pesticide formulation plant.that was once located in Aberdeen. The material contained pesticides and pesticide constituents. The McIver Site was discovered by NCDENR in 1984 and was placed on the National Priorities List (NPL) on March 31, 1989. 'On June 30, 1987, the EPA initiated a Remedial Investigation and Feasibility Study (RI/FS) for the site. The initial RI for the McIver Site was completed on April 12, 1991. During this time, the EPA determined that the surface water, sediments, and groundwater required further investigation. A subsequent RI was initiated in 1994 and completed in 1997. Pesticide contamination in soils was delineated, contaminated soils were: excavated, and the soils were treated using thermal desorption at an offsite location in 1997. The treated soils were returned to the McIver Site as clean fill. The McIver Site FS was completed in 1998 and the Record of Decision (ROD) was signed ,on June 4:, 1999. The selected remedy, periodic groundwater monitoring, phytoremediation, and area reconnaissance isongoing. Hydroeeoloeic Description Relevant to the proposed McIver Site dye tracer study.are the Upper portion of the Lower Black Creek (ULBC) Aquifer and the Lower portion of the Lower Black Creek (LLBC) Aquifer. The dye tracer study will be conducted only in the ULBC Aquifer, which is under unconfined conditions at the McIver Site. Underlying the ULBC Aquifer is a relatively thin -but continuous clay layer that serves as a local confining unit that separates the Lower Black Creek Aquifer into "upper" and "lower" portions. The LLBC Aquifer is under confined conditions at the McIver Site. There is a difference in the potentiometric surface levels between the ULBC and LLBC Aquifers. The potentiometric surface in the LLBC Aquifer is higher than the potentiometric surface in the ULBC Aquifer. Wells MC-MW-4/MC-MW-5 and MC-MW-4D/MC-MW-5D are screened in the ULBC and LLBC Aquifers, respectively. Both well pairs have upward vertical gradients. In October 2011, the potentiometric surface of MC-MW-4D was 1.85 ft.,higher than well MC-MW-4 and the potentiometric surface of MC-MW-5D was 1.75 ft. higher than well MC-MW-5. In general, the groundwater flow direction in the ULBC Aquifer in the vicinity of.the McIver Site is to the north-northeast and perpendicular to Patterson Branch'. However, the beaver dam constructed between McIver Areas B and C has resulted in the creation of a pond directly across from Area B. The beaver pond has decreased the hydraulic gradient across Area B but has little, if any, effect on groundwater flow in Area C. According to the Record of Decision (ROD), the average hydraulic gradient in the ULBC Aquifer is 0.02 ft./ft. and the hydraulic conductivity ranges between 2.73 x 10-2 cm/sec to 3.44 x 10-3 cm/sec. Consequently, the theoretical groundwater velocity in the ULBC Aquifer is 325 ft. per year. Iniection Fluid Composition - The injection fluid will be a -red fluorescent dye called "FWR, T edTm 25 Liquid" that is manufactured by Kingscoat Chemicals and marketed under the name of Bright DyesTM.
